Studies suggest that millions of people never get beyond a headline. For example, Viral Nova said “that 60 percent of respondents admitted to reading nothing more than headlines.” That said, some publishers and authors – knowing the public propensity for most not to read beyond the headline – will put what they want as a reader’s takeaway to be in their headline. With that in mind, the Texas Real Estate Research Center (TRERC) provided as their headline for their press release below that: “2023 outlook optimistic for Texas manufactured housing industry.” It is MHProNews that used a key pull quote from their report as the leading part of the headline above, namely, that manufactured home production in the U.S.A.’s number #1 stated for shipments, Texas is: “‘Production at Lowest Levels in a Decade.’”

2023 outlook optimistic for Texas manufactured housing industry

COLLEGE STATION, Tex. (Texas Real Estate Research Center) – Texas’ manufactured housing activity accelerated in March, marking the second straight month of industry improvements according to the latest Texas Manufactured Housing Survey (TMHS).

The TMHS sales index accelerated into positive territory and reached its highest value since January 2021.

“Despite last year’s macroeconomic challenges, housing manufacturers predicted a jump in sales back in the October survey,” said Wes Miller, senior research associate at the Texas Real Estate Research Center. “Data revisions reveal an improved economic environment in February and March that is expected to extend into the summer.”

The survey is completed during the last week of each month, meaning the March optimism takes into account any financial-stability concerns after the Silicon Valley Bank run.

This elevated optimism coincided with decreased prices paid for raw materials and much less volatility in the supply chain. The TMHS indicated an eight-month stretch of supply-chain normalization, corroborating improvements in vertical operations after pandemic disruptions.

“The New York Federal Reserve’s Global Supply Chain Pressure Index has proven to be a pretty good indicator of supply-chain conditions,” said TRERC Research Economist Dr. Harold Hunt. “The index turned negative in February, the most recent data, indicating supply-chain pressures are now below the long-term average. This was the first negative reading since August 2019 and a sign that supply chains are effectively back to normal.”

With supply chains smoothing and demand picking up, Texas’ housing manufacturers anticipate significant production increases over the next six months. The increased activity should support payroll expansions and average workweeks, both of which contracted consistently since last summer.

“The order increase in March was a welcome sign for the industry that retailers are working their way through excess and older inventory,” said Rob Ripperda, vice president of operations for the Texas Manufactured Housing Association. “The last time there was a reduction in the aggregate inventory level for the state prior to this first quarter of 2023 was in the summer of 2021. Production levels have been running at the lowest levels in a decade, but increased orders should start pushing production up as we move into the second quarter of the year.”

TMHS respondents, however, anticipate backlogs to build up over the next six months, suggesting sales may continue to outpace production. … ##

 

Part 2: Additional Information with More MHProNews Analysis and Commentary

Those who peddle paltering, disinformation, misinformation, “deception and misdirection” often favor censorship or throw dirt on truth-tellers is due in part because authentic fact checks can reveal to intelligent readers or viewers that someone or some group is trying to deceive them. That is hardly a new development. In Nazi Germany or Russia during the Soviet Union era had powerful propaganda tools that were disguised as ‘news’ that was broadcast and in print. From the viewpoint of the propagandist, so long as the target of their propaganda is kept from the truth, the half-truth or lie is relatively easy to veil in an environment where misinformation, paltering and propaganda are allowed to flourish.

Voices across the left-center-right spectrum are warning that America is in the throes of a periodically violent revolution. Oxford Languages defines “throes” as an: “intense or violent pain and struggle, especially accompanying birth, death, or great change.” It is not hyperbole to say that what is coming to ‘birth’ or ‘great change’ in the U.S.A. is our very way of life. Let’s segue briefly to see how that is evidenced in our society at large before swinging back to how this pattern operates in MHVille.

  • Who in 2019 would have thought that in 2023 inflation would be roaring, manufactured home cost would have soared so high, that incomes for the majority of Americans aren’t keeping up, and that the border with Mexico would be leaking like a sieve?
  • Who would have thought in 2019 that when the U.S. achieved domestic energy ‘independence’ that just a few years later, that the Keystone, other pipeline or energy projects would be deliberately curtailed or stopped? Or that EVs would being aggressively pushed by the leaders of the federal government even though the infrastructure for supporting electric cars doesn’t yet exist?
  • Who would have thought that Russia would be in the middle of a hot war with Ukraine? Or that China would blatantly fly a spy balloon over the U.S.? While leaked  classified documents claim that the U.S. has ‘boots on the ground in Ukraine, that the PINO in the White House would downplay or lie about the claimed insignificance of that risk of war with Russia and China?
  • Who would have believed that the U.S. would pull out of Afghanistan in such an embarrassing fashion that left over a dozen American servicemen dead and tens of billions of dollars in military equipment behind for the Taliban to do with as they pleased?

We are living in a kind of bizarre Twilight Zone episode. A U.S. Senator who had suffered a stroke was elected in 2022 that had to be hospitalized for depression in 2023. Evidence of criminal activity that may include treasonous behavior involving the supposed ‘first family’ is routinely downplayed by much of mainstream media, while that person’s chief political rival is vilified nonstop for what turns out to be ‘nothingburgers’ time after time.  There is still a free press in America. But information dominance by routinely left-leaning billionaires and their corporate, nonprofit, and political interests has become so pervasive that tens of millions can be sold lies that they freely accept.

Early in the 21st century, there were numerous publications in manufactured housing. They have all since vanished as the industry crashed. What has emerged in the new MHVille trade media landscape of the last several years are sources that when the money trail is checked are routinely aligned with the powers that be involved in the Manufactured Housing Institute (MHI) and what MHI calls their state association “affiliates,” such as the Texas Manufactured Housing Association (TMHA). An artificially but effectively constructed echo chamber of paltering, deception, and misdirection has emerged. It is not always easy to detect misinformation from reality, even for experts.

But what is apparent is that claimed ‘facts’ or ‘survey’ results from TRERC have not always stood up under close scrutiny. When asked to explain the difference between verified facts and what TRERC was publishing, MHProNews was told that the explanation was due to their reports being ‘sentiment’ surveys. Sentiments are not always the same as facts. Specifically, in an email dated 9.6.2022, following an MHProNews inquiry, a TRERC team member sent a message that said in part the following. “Moreover, our product is a series of sentiment indices that may not always match the hard data. One example of this is that we tell manufacturers to compare production month to month after adjusting for seasonal factors (the latter of which may be interpreted differently by each respondent).”

Manufactured housing, along with much of America, is being exposed to a blizzard of paltering, half-truths, spin, but some accurate information too. If a source that generated only falsehood was routinely exposed, in time, that source could end up faltering as public confidence in its messaging waned. By mixing some truth in with some “misdirection and deception” it can be difficult, as was noted, for even ‘informed’ professionals to discern the truth, from the half-truths or deceit.

Flashback and Fast-Forward

MHProNews launched in mid-October 2009 shortly after the once vaunted Manufactured Housing Merchandiser Magazine failed from a reported combination of the manufactured housing industry’s downturn and a legal struggle. It was frankly not our vision back then to be a source for news exposés, fact checks, and whistleblowing. Rather, the vision was to spur the recovery of an industry that had seemingly lost its footing. This writer and our publications (MHProNews/MHLivingNews) have always been true believers in the importance and value of HUD Code manufactured homes. Having years of experience in selling, managing and as an owner in manufactured home street retail, and working in land-lease communities, with factories, lenders, developers, and others in management and consulting, it seemed that the right information and motivation were often missing. Providing the right information and motivation could help the industry recover and return to or exceed its glory days. Note the tagline under our original logo: “Innovation – Information – Inspiration for Industry Professionals.” Frankly, while each element of that vision was true, in hindsight, it was also naïve. How so and why?

As we rebranded to become MHProNews, various pieces of information were brought to our attention over time. It should have been apparent that Berkshire Hathaway owned Clayton Homes, for example, could have created its own trade publication(s). They could, if they wanted to, create a modest cable television network. Kevin could have gotten “Warren’s” blessings over a decade ago on having the BH Media Group to do a weekly series of articles that cleared up the misinformation on manufactured housing while promoting a hypothetical cable channel on manufactured homes and its many advantages. Much of what has gone wrong in manufactured housing is precisely because of misinformation and outdated facts that might as well be myths or urban legends.

Put differently, because Clayton didn’t do that, because Berkshire Hathaway owned newspapers (the BH Media group has since been sold, but Berkshire reportedly still ‘holds the paper’ on the financing of the deal to Lee Enterprises) were as likely to say ‘mobile home’ or ‘trailer house’ instead of ‘manufactured home’ or ‘manufactured housing’ as any other publication, it should be OBVIOUS that some WANT the industry to UNDERPERFORM. That was the naïve miss on this writer’s part. It wasn’t just outsiders, say conventional builders or multifamily housing providers, that wanted manufactured housing to underperform or fail, if possible. It was industry insiders, sometimes giant corporate conglomerates, that played along with those on the outside that artificially depressed the manufactured home market.

Such collusion should have brought congressional or regulatory oversight. Indeed, lawmakers from time to time mentioned their concerns about manufactured housing and sent their concerns off to various federal agencies. There, those valid concerns went to die a quiet death in a digital form as well as in dusty filing cabinets.

It was one discovery at a time, one “aha! moment” at a time that brought this publication’s leaders to grasp that manufactured housing was underperforming because its leaders want it to underperform. But that begs the question, why?

The answer is consolidation. For those who recalled the relatively roaring days in manufactured housing of the late 1990s or early 2000s, the industry’s twin giants at the time, Fleetwood and Champion, were often buying market share. Retailers who sold out to them gladly took their money and ran. But when the industry crashed, ‘old’ Fleetwood and ‘old’ Champion both failed. Fleetwood today is a subsidiary of Cavco Industries (CVCO). The Champion of today is Skyline Champion (SKY), tied in some ways to the Champion of old, but quite different in other ways. Both of the giants from the late 1990s went bankrupt a decade later. But why? No doubt part of it was how they went about trying to buy market share, the loss of chattel lending, etc.

Try to find a reference to these historical facts in either Cavco Industries (CVCO = now parent to Fleetwood Homes) or Skyline Champion (SKY) investor relations packages. Or try to find a reference to this on the public side of the Manufactured Housing Institute (MHI) website or in what passes as their favored ‘trade media.’  Facts and evidence like this and what follows herein are among the magnets that attract the full range of manufactured housing industry leaders – from large firms to independents – to smaller ‘mom and pops.’ Similarly, it is such information that brings researchers, public officials, attorneys and others.

But the loss of access to much (not all) of chattel lending is a two-part story.  Part one was the loss of securitized lending via the Government Sponsored Enterprises (GSEs) of Fannie Mae and Freddie Mac that existed in the 1990s, but vanished as the repossession glut of the late 1990s and early 2000s hit. That part is quite well known. But part two of the tale is no less important. It is often untold by most other publications. Perhaps it was akin to the days when Harry Markopolos would ask questions about Bernie Madoff, and people in the know in private might respond, ‘Well, what do you know about Madoff and his operation?’

Information is potential power. Capital access is also potential power. So long as capital access is limited to vulnerable competitors, as they become financially weakened they will either fail or sell out for less than their true value. It is Kevin Clayton who enthusiastically said on video that he is glad to not have to go begging for money from investors after selling out to Warren Buffett led Berkshire Hathaway.

Madoff is said to have created a system of rewards for a few that kept his shtick going for longer than it may otherwise have run. A combination of rewards and fear were the motivations to keep people in line.

It is entirely possible that the different, but still arguably rigged system that exists in manufactured housing now could someday be viewed in the future as not so different than Madoff in this respect. It should have been obvious to public officials that something was wrong in the manufactured housing marketplace for years. To that point, ‘regulators aren’t regulating,’ said Berkshire vice chairman Charlie Munger, J.D.

Our industry is obviously underperforming because the powers that be want it to underperform.

There are any number of ways that they can mask a downturn that was entirely avoidable. Of course, they hate this publication – who else is exposing them? Beyond MHARR, which does so differently, who else?

Does TRERC know that they are likely being used as a channel for ‘sentiments’ that don’t always align with facts and reality? Their distribution list is stunningly limited. Who besides MHProNews/MHLivingNews will tell them of the obvious concerns?

There are good reasons why this publication became the runaway #1 trade publication. There are good reasons why we remain so. It is thanks to tipsters, sources, whistleblowers, sponsors, and good old fashioned research. There are evidence and sources that tell us that those who love what we publish, as well as those who wished we’d go away, are regular readers.

TRERC’s report above is incomplete at best, perhaps misleading ‘sentiments’ at worst. Without data that corresponds to units built, hard deliveries, accurately counted shipments, where those manufactured homes are going (for example to: retail centers, developments, land lease communities, customers’ locations, etc.), it is an arguably useful tool mainly to those powers that be (and their mouthpieces) that own most of those production centers in Texas.

Cavco also indicated that there would be an uptick some weeks ago. It didn’t happen for manufactured housing. Production fell sharply – and this is a takeaway from TRERC’s report worth mentioning – to the lowest level in a decade.
