According to left-leaning Google’s Gemini: “The article titled “Sam Zell Is Now Betting On The Macro Mobile Home Park Industry Going Mainstream” was published by Frank Rolfe on the Mobile Home University website in February 2022.” Per a prior post on MHProNews that cited MarketScreener, that purchase by Sam Zell led Equity LifeStyle Properties (ELS) occurred on 12.31.2021. In fairness, MHProNews notes that the article by prominent but notorious Manufactured Housing Institute (MHI) member Frank Rolfe (via MHI-National Communities Council (NCC) member MHP Funds) sounded off on the then Zell-led ELS buyout of Datacomp, MHVillage, and MHInsider well before our platform did. Nor did MHProNews previously cite Rolfe’s commentary on this topic before 4.26.2025. Given an array of developments since that date, the editorial decision was made to probe this post by Rolfe more specifically, for reasons that will become clear in Part II and Part III of this MHVille facts-evidence-analysis (FEA) style report. Because Rolfe as an MHI member said this: “Sam Zell is the most dominant figure in the history of American real estate…[Zell wrote] “a brilliant book a few years ago called “Am I Being Too Subtle”  in which he discusses his strict review of risk in all deals, commenting “if it’s high return and low risk do it, if it’s high return and high risk you should maybe do it, and if it’s low return and high risk you should never do it”.  Rolfe also wrote: “Zell’s purchase of the industry’s dominant market data research firm and mobile home resale website signals some interesting moves including…” and then Rolfe goes into his thinking on the ELS buyout of Datacomp, MHVillage, and by inference, MHInsider. This next quote is one of several hinges or possible key points raised by Rolfe. The purchase by Zell of those platforms means a: “Loss of confidence in data being non-partisan.” Rolfe also slammed the Manufactured Housing Institute (MHI) in this fashion. “Maybe the industry will start to take mobile home park data seriously, since it hasn’t for the past 70 years. I have always said that it’s a shame that MHI (the national lobby) only tracked mobile home manufacturing shipments and sales since 1950 and not community rents or occupancy.” The bold in those quotes are in the original by Rolfe, as will be revealed in Part I, below. 

To more clearly tee up the significance of this specific FEA, Rolfe’s remarks attempt to use the late Sam Zell ELS move to make these points. While Rolfe’s use of terminology is problematic, the words quoted are his. Per Rolfe’s argument and related insights.

• 1) The Manufactured Housing Institute (MHI) was failing to keep “mobile home park data seriously.” It will be recalled that a fellow MHI member Sun Communities (SUI), which along with ELS hold seats on the board of directors of MHI. Sun’s CEO Gary Shiffman said that there was ‘no national repository of information‘ on the community sector of the industry.
• 2) According to Oxford Languages on this date on the meaning of the word “institute” is: “a society or organization having a particular object or common factor, especially a scientific, educational, or social one” with the example given: “a research institute.”
• 3) Per a recent available MHI IRS Form 990, which was signed under penalties of perjury by MHI President Mark Bowersox, was approved by the MHI board of directors, and included the stated work product of CliftonLarsonAllen LLP, are the following statements.

Briefly describe the organization’s mission: 

THE MANUFACTURED HOUSING INSTITUTE (MHI) IS THE ONLY NATIONAL TRADE ORGANIZATION REPRESENTING ALL SEGMENTS OF THE FACTORY-BUILT HOUSING INDUSTRY. • 4) Also from that same MHI IRS Form 990, unpacked in part by a more detailed MHVille FEA at this link here, was this (the numbers that follow are per the IRS form). MHProNews notes that the use of all caps are in the original.  While every word of what was said by MHI above and below are relevant, the highlighting below was added by MHProNews.

5) So, two prominent (and notorious) MHI linked figures, Sun CEO Gary Shiffman and Frank Rolfe, are on record saying something that contradicts MHI’s own claims made under penalties of perjury by their President Mark Bowersox. ELS bought those sources – Datacomp, MHVillage, MHInsider – because others recognized that MHI didn’t offer that same information.

That appears to be a direct contradiction that cuts near the heart of the complaint filed against MHI, see that deeper dive, linked here.

The recall the prior MHI form 990 statements, unpacked at this link here, that said this.

“Improve the overall operating environment for the manufactured housing industry and expand the demand for manufactured homes by seeking fair and equitable treatment in the marketplace and the regulatory and legislative arenas.”

6) To further clarify the known facts and evidence.

• MHI’s senior staff are getting paid hundreds of thousands of dollars annually (see Part II).
• MHI’s board appears to be closely aligned with consolidators of the industry.
• There are apparently an array of conflicts of interests and self-contradictory remarks and behaviors by those directly involved in the preparation of the IRS Form 990.
• There is apparently an array of self-contradictory statements and behaviors by those who have a fiduciary responsibility to the industry at large who instead appear to be acting on behalf of the consolidators of the industry.

7) More on those topics follow, by inference in Part I by Rolfe, and more explicitly in Part II and Part III, which the later segment includes a multi-part third-party artificial intelligence (AI) fact check of the information and analysis being presented. While the full Q&A will be provided in Part III, a pull quote by left-leaning MS Bing’s AI powered Copilot on this date said the following.

8) With that preface, let’s dive into what Rolfe had to say about then Zell led ELS’ buyout of Datacomp, MHVillage, and by inference, MHInsider.

 

Part I From Frank Rolfe and Dave Reynolds linked Mobile Home University (MHU) provided under fair use guidelines for media.

1) MHProNews notes for newcomers and for returning readers, it must be stressed that quoting a source should not be misunderstood or construed to be an endorsement of that source. This platform and our MHLivingNews sister site are editorially on record as critics of several of those named in this report. Accurately quoting the source, particularly in full context, provides readers with the opportunity to more objectively discern the meaning of that source’s remarks. A link to Rolfe’s site from his name was removed.

2) Per MHU. Highlighting is added by MHProNews, but that should not cause readers to skip other parts of what Rolfe said. MHProNews notes that MHInsider was considered a subset or “product” of MHVillage. Note too, it was ELS that made the announcement, not Zell, but that is an apparent literary device used by Rolfe. Rolfe himself connects Zell with ELS in his post.

Part II – Additional MHVille Facts-Evidence-Analysis including more Expert Commentary by MHProNews

In no particular order of importance are the following.

1) Per Rolfe, above.

“if it’s high return and low risk do it, if it’s high return and high risk you should maybe do it, and if it’s low return and high risk you should never do it”.

The implication Rolfe made is that Zell led ELS thought of this move to buy Datacomp, MHVillage, and by inference MHInsider to be low risk, high return. While debatable, that is Rolfe’s clear meaning.

2) Again, quoting Rolfe.

“Zell’s motives are clearly to make money and enhance the value of ELS on the information stage”…

That lack of factual data has always been a thorn in the side of mobile home park segment of the industry getting the respect it deserves, as well as the information that’s needed today to show that our rent increases are more than fair and reasonable. …

3) Rolfe ironically made remarks that parallel the claim being made by antitrust attorneys. Now ELS owned data was being used to accelerate “our rent increases.”

 

 

4) Again, while Rolfe didn’t specifically name MHInsider, it is inferred. For years, MHInsider was hosted on the MHVillage website. More recently, MHVillage gave MHInsider its own URL, but at the base (footer) of its website home page on this date is the following that clearly reveals MHVillage as the ‘owner’ of MHInsider.

On 8.21.2025, on the base of the MHInsider.com website, is the statement shown below. MHVillage created and owns MHInsider. What is missing on this date on this statement is any reference to MHVillage, MHInsider, or Datacomp by Equity LifeStyle Properties (ELS). Given that ELS is publicly traded, this is questionable, since ELS must adhere to SEC materiality and other federal laws.

The other annotation by MHProNews shown above said this.

Perhaps as a result of several critical fact-checks of a similar claim, on this date, it seems MHVillage modified its claim previously highlighted by MHProNews. They now say the homes sold on MHVillage were in 2016. That implies their claim may not apply since 2016.

5) On May 7, 2020 “MHInsider is a property of MHVillage.com…”

6) MHVillage is “endorsed” by the Manufactured Housing Institute (MHI), as MHProNews has previously reported on multiple occasions. Per their LinkedIn page.

From the annotations by MHProNews above are the following observations. The fat-fingers typo below is in the original (sorry, it is what it is).

MHInsider is clearly shown on their own website as being the property of MHVillage.

What is not clearly disclosed is that ELS owns MHVillage, Datacomp, and MHInsider.

What these facts begin to reveal is the incensutious, or self-dealing relationship between these various organizations.

ELS has a seat on the MHI board of directors, and more importantly, on the MHI “executive committee.”

MHProNews plans a report on the CMHI and MHI in the near term. But note for now that several state associations promote MHVillage, and by inference, MHInsider.

For those seeking unbiased information, what are the possible logical ramifications of the level of disclosure revealed? Given that MHI has two ELS members on their current board of directors, and that ELS has a seat on the MHI “executive committee,” what are the ramifications of MHI endorsing MHVillage and by inference, MHInsider, which CEO Lesli Gooch contributes to, per their site?

As MHLivingNews reported in 2019, each of those firms spotlighted by HBO’s Last Week Tonight with John Oliver errantly entitled viral video episode “Mobile Homes” had apparently direct ties to the Manufactured Housing Institute (MHI).

11) Years before that, the Consumer Financial Protection Bureau (CFPB) cited MHLivingNews regarding the problematic behavior of Frank Rolfe (see CFPB footnote 15).

12) Years of factually accurate documentation evidence by our platforms has led to this point in time. The claims of not only MHI critics, but ‘MHI insiders’ can ironically point to much the same thing.

19) By establishing an echo chamber, with state associations often praising MHI and its leaders, and MHI and those state associations often praising or giving ‘awards’ to ‘insiders’ who may have an easily documented history of what others call ‘predatory’ behavior, an artificial cover or veneer of decency is at least attempted to be established. Thankfully, the Manufactured Housing Association for Regulatory Reform (MHARR) has had a decades long reputation for staying faithful to its own mission and to playing a watchdog role with respect to MHI.

 

 

20) Independent of MHI and MHARR since its inception, MHProNews has established a history of reporting on what various trade groups, public officials, corporate statements, university and other research or reporting have published and then performed fact checks and analysis of such content. While our FEA model predates AI, the use of AI has allowed for pre- and post-publication fact checks that have demonstrated factually accurate reports that have demonstrably focused attention on issues regardless of business or nonprofit sponsorships. So, between Bowersox and Gooch, per the above filed by MHI with IRS, they each make nearly half a million dollars a year.
