In fairness, MHProNews notes that the article by prominent but notorious Manufactured Housing Institute (MHI) member Frank Rolfe (via MHI-National Communities Council (NCC) member MHP Funds) sounded off on the then Zell-led ELS buyout of Datacomp, MHVillage, and MHInsider well before our platform did. Nor did MHProNews previously cite Rolfe’s commentary on this topic before 4.26.2025. Given an array of developments since that date, the editorial decision was made to probe this post by Rolfe more specifically, for reasons that will become clear in Part II and Part III of this MHVille facts-evidence-analysis (FEA) style report. Because Rolfe as an MHI member said this: “Sam Zell is the most dominant figure in the history of American real estate…[Zell wrote] “a brilliant book a few years ago called “Am I Being Too Subtle”  in which he discusses his strict review of risk in all deals, commenting “if it’s high return and low risk do it, if it’s high return and high risk you should maybe do it, and if it’s low return and high risk you should never do it”.  Rolfe also wrote: “Zell’s purchase of the industry’s dominant market data research firm and mobile home resale website signals some interesting moves including…” and then Rolfe goes into his thinking on the ELS buyout of Datacomp, MHVillage, and by inference, MHInsider. This next quote is one of several hinges or possible key points raised by Rolfe. The purchase by Zell of those platforms means a: “Loss of confidence in data being non-partisan.” Rolfe also slammed the Manufactured Housing Institute (MHI) in this fashion. “Maybe the industry will start to take mobile home park data seriously, since it hasn’t for the past 70 years. I have always said that it’s a shame that MHI (the national lobby) only tracked mobile home manufacturing shipments and sales since 1950 and not community rents or occupancy.” The bold in those quotes are in the original by Rolfe, as will be revealed in Part I, below. 

To more clearly tee up the significance of this specific FEA, Rolfe’s remarks attempt to use the late Sam Zell ELS move to make these points. While Rolfe’s use of terminology is problematic, the words quoted are his. Per Rolfe’s argument and related insights.

5) So, two prominent (and notorious) MHI linked figures, Sun CEO Gary Shiffman and Frank Rolfe, are on record saying something that contradicts MHI’s own claims made under penalties of perjury by their President Mark Bowersox. ELS bought those sources – Datacomp, MHVillage, MHInsider – because others recognized that MHI didn’t offer that same information.

  • There is apparently an array of self-contradictory statements and behaviors by those who have a fiduciary responsibility to the industry at large who instead appear to be acting on behalf of the consolidators of the industry.

8) With that preface, let’s dive into what Rolfe had to say about then Zell led ELS’ buyout of Datacomp, MHVillage, and by inference, MHInsider.

 

Part I From Frank Rolfe and Dave Reynolds linked Mobile Home University (MHU) provided under fair use guidelines for media.

1) MHProNews notes for newcomers and for returning readers, it must be stressed that quoting a source should not be misunderstood or construed to be an endorsement of that source. This platform and our MHLivingNews sister site are editorially on record as critics of several of those named in this report. Accurately quoting the source, particularly in full context, provides readers with the opportunity to more objectively discern the meaning of that source’s remarks. A link to Rolfe’s site from his name was removed.

2) Per MHU. Highlighting is added by MHProNews, but that should not cause readers to skip other parts of what Rolfe said. MHProNews notes that MHInsider was considered a subset or “product” of MHVillage. Note too, it was ELS that made the announcement, not Zell, but that is an apparent literary device used by Rolfe. Rolfe himself connects Zell with ELS in his post.

Sam Zell Is Now Betting On The Macro Mobile Home Park Industry Going Mainstream

We all know that Zell’s REIT Equity Lifestyle is the largest mobile home park owner in the U.S. with over 160,000 lots. But now he appears to be investing in the macro industry itself. Sam Zell has announced that he is buying MHVillage (the largest website selling mobile homes) and Datacomp (who supplies mobile home park market data). What does this mean for the mobile home park industry?

Some background on Zell

Sam Zell is the most dominant figure in the history of American real estate, having served as the largest owner of apartments, office buildings and mobile home parks in the U.S. Although he does not give a lot of interviews or speeches, he did write a brilliant book a few years ago called “Am I Being Too Subtle” in which he discusses his strict review of risk in all deals, commenting “if it’s high return and low risk do it, if it’s high return and high risk you should maybe do it, and if it’s low return and high risk you should never do it”. He also talks about his contrarian nature and desire to do the opposite of what other investors are doing and his desire to always maintain decent liquidity in case of a financial crisis.

Why would he make these investments right now?

Zell’s purchase of the industry’s dominant market data research firm and mobile home resale website signals some interesting moves including:

  • He appears to have no interest in selling his mobile home parks. Although Zell has sold about half of his office building and apartment holdings over the years, he has never sold a mobile home park. And if he’s even buying ancillary industry service businesses, his commitment to the industry is obvious.
  • Zell seems to be taking a long-term position that he believes will be of service to ELS, as he can now control industry data and home re-sales and perhaps skew that dominance to his benefit.
  • He clearly believes that the mobile home park industry is about to take off and that will cause more park owners to want to buy data and promote their vacant park-owned homes.

What will the impact be on the mobile home park industry?

While Zell’s motives are clearly to make money and enhance the value of ELS on the information stage, there will be some degree of impact to the mobile home park industry on many levels:

  • Loss of confidence in data being non-partisan. It’s a natural reaction when the owners of the largest REIT in the industry take over the information on market comps as well as homes for sale, etc. You can’t help but say “is there some spin to this?” While Datacomp and MHVillage have done a good job to date of being reasonably fair and balanced, it’s a concern nonetheless.
  • These purchases will probably lead to more copycat industry information groups going into business. And why not? If smart entrepreneurs see big money being paid for mobile home park industry data and home sales sites, then it’s only logical that more will pop to try and harness that value creation. I would expect there to be at least several new entrants in both industry categories within the near term. The industry has always wanted lots of data, and it will probably now finally get it.
  • Maybe the industry will start to take mobile home park data seriously, since it hasn’t for the past 70 years. I have always said that it’s a shame that MHI (the national lobby) only tracked mobile home manufacturing shipments and sales since 1950 and not community rents or occupancy. That lack of factual data has always been a thorn in the side of mobile home park segment of the industry getting the respect it deserves, as well as the information that’s needed today to show that our rent increases are more than fair and reasonable.

Conclusion

As always, anything that Sam Zell does is great for the industry. He has personally brought a level of confidence and respect to the industry that it should always be thankful for. It will be interesting to see how this transaction impacts the mobile home park industry going forward, but it’s almost certain to a positive step in its evolution into a mainstream real estate sector.

That lack of factual data has always been a thorn in the side of mobile home park segment of the industry getting the respect it deserves, as well as the information that’s needed today to show that our rent increases are more than fair and reasonable. …

So, between Bowersox and Gooch, per the above filed by MHI with IRS, they each make nearly half a million dollars a year. Not bad pay for someone that doesn’t have to provide Key Performance Indicators (KPI) style evidence of generating the kind of results that the association seemingly misleadingly claims to be working toward.

Here is the math.

  • Mark Bowersox: $445,590+$51,544 =$497,134. 
  • Lesli Gooch: $443,550 +$47,991 =$491,541.

Bowersox and Gooch get paid nearly half a million dollars a year each while the industry has been stuck at around 100,000 shipments for years and has been stuck under 200,000 shipments for the entire 21st century. Each gets to go travel multiple times a year to resort style locations for MHI ‘meetings’ and events. Each gets fluffed and periodic ‘honors’ – all for what? To promote the messaging of the insiders that are reflected by the board of directors. You can’t make these sorts of facts up. The pay has gone up dramatically as consolidation has risen dramatically. Are these mere coincidences?

According to data compiled by MHProNews from sources that included the MH Merchandiser, MHI, MHARR, (all supposedly relying on official data collected for HUD by and IBTS).

24 years of production totals from 2001-2024 produced the following: 2,333,714/24 years = 97,238.

It seems apparent that MHI’s leaders are rewarding – complete with “bonuses,” per the 990 filing – President Bowersox and CEO Gooch for spreading apparent half-truths, paltering, posturing, and sometimes outright deceptions on behalf of the self-proclaimed consolidation focused MHI board of directors. Meanwhile, MHI claims to be working on behalf of “all segments” of the industry?
