The Carlyle Group Inc (NASDAQ:CG) and Apollo Global Management, Inc. (NYSE:APO) each have reported ties to the seemingly periodic eruptions of scandals that have plagued several of the members of the Manufactured Housing Institute (MHI) and its National Communities Council (NCC) for some years. While other publicly traded firms are also named in these legal probes by the Barr Law Group, those parts have been omitted in this report as having less direct relevance to manufactured housing industry professionals and investors.

Details Behind Big Carlyle-Hometown Deal, Ripples in Manufactured Homes, Communities Ahead
Additionally, Apollo is one of several MHI connected firms that were probed by Senator Elizabeth Warren (MA-D) in purported predatory practices in the manufactured housing industry.
Despite apparent efforts by MHI of ‘promoting’ the industry and its image, MHI’s own promotions ironically include obvious mentions of the troubling point that the industry suffers from a “stigma.” That the stigma exists is not seriously doubted by objective observers.
Years after claiming “momentum” and after “millions” of touches claimed by MHI via their advertorials and various social media efforts, the industry has been in a steady slide since. Despite that disconnect, and other conflict-of-interest and performance scandals, MHI’s board has kept Lesli Gooch, Ph.D., as their CEO.
MHI has never enforced its initially trumpeted “code of ethical conduct.”
The argument can be made that much of the negative “stigma” attached to manufactured housing is directly connected to negative media associated with brands that are routinely connected to MHI, as are those noted in this probe by Barr Law Group.
For those who have not yet carefully inspected the allegations made by Samuel Strommen at Knudson Law, a significant part of his legal analysis focused on the point that MHI members, including communities, were part of the problems dogging the manufactured home profession that have existed since around the dawn of the Berkshire Hathaway era in the manufactured housing industry.
When objective minds ponder that essentially every MHI chairman since Don Glisson Jr stepped down is connected to a firm that has significant legal/media/racial/predatory claims associated with it, a dark picture of MHI emerges.
- Nathan Smith – SSK Communities which later rebranded as Flagship Communities (TSX: MHC.U) had reported legal issues with residents and regulators, significant negative media, had an “F” rating with the Better Business Bureau, etc.
- Tim Williams – 21st Mortgage Corporation, Seattle Times and other negative media that charged the Clayton Homes/Berkshire Hathaway (BRK) affiliated lending with racial bias. Strommen report cites them with apparent antitrust allegations.
- Joseph “Joe” Stegmayer – Cavco Industries (CVCO). Stepped down from his role as chairman and CEO of Cavco under a cloud of a still ongoing SEC probe that resulted in a flurry of legal investigations reminiscent of the one now being announced by the Barr Law Group. Despite stepping down from CVCO leadership, Stegmayer served out his entire tenure at MHI chair.
- Tom Hodges – General Counsel, Clayton Homes, which along with several other MHI member firms was slammed by the viral HBO Last Week Tonight with John Oliver video. Seattle Times, and several other media have reported federal investigations into various problematic practices. The Strommen report also specifically named Clayton Homes in citing possible “felony” antitrust and RICO concerns.
While that patterns should not be construed as a taint on every firm in the MHI trade group, nevertheless the pattern is what it is.
Will this latest probe cause MHI to invoke its so-called code of conduct? If past history is any guide, and that brief snapshot of what the last several MHI chairmen suggests that appears to be unlikely. The more common MHI and their related brands response in recent years has been to ignore the drama, and attempt to deflect with what a MHEC member called ‘razzle dazzle’ distraction tactics.
MHProNews plans to monitor these Barr Law Group developments with respect to CG and APO and report as deemed warranted.
