Memorial Day Weekend-Questioning God and Country. New 50 State Manufactured Housing Production-Shipments-Housing Crisis. ‘Facts Don’t Lie-People Do.’ Sunday Weekly MHVille Headlines Recap-FEA

Memorial Day weekend is often viewed as the kickoff to summer. Burgers, brats, grilling, parties, pools, beaches, boating, travel and more are on the agenda for millions of Americans of all backgrounds. This Memorial Day weekend is occurring during the approach of the 250th anniversary of the Declaration of Independence on July 4, 1776. Recent remarks by House Speaker Mike Johnson (LA-R) drew a sharp rebuke from MS Now (formerly known as MSNBC) host Katy Tur for invoking God and claiming that human rights come from a higher power. That stirred a backlash on social media and beyond, which that debate is arguably useful for our times. More on that in today’s Postscript. In Part I below are the latest statistics on new “inherently affordable manufactured housing.” That data will be considered in Part II in the light of recent assertions by Scott Susin, founder of the Center for Mortgage Access (CMA), a former HUD and FHFA economist. Susin recently argued that his review of state preemption efforts on behalf of manufactured housing has not provided significant relief (see two headline reports about Susin and related in Part III, this Sunday’s weekly headlines in review).  The headline paraphrase, ‘facts don’t lie – people do’ is found in Part II. Part II. Additional Information on State-by-State Preemption Efforts for Manufactured Housing

1. According to CMA’s Scott Susin (see headlines for the week in review in Part III below) “More states are enacting “equal-treatment” laws requiring localities to permit manufactured housing wherever traditional single-family homes are allowed. At least five states — Kentucky, Maine, Maryland, Montana and, most recently, Virginia — have passed such laws since 2024.”

“But the evidence suggests these reforms have not worked. In new research for my organization, I find that states with equal-treatment laws do not, on average, have higher shares of manufactured housing than states without them, after controlling for income, population density and climate.”

“State-level zoning reforms

Many states have also tried to reduce zoning barriers to manufactured homes, putting them on an equal playing field with other single-family homes in residential zones. These reforms limit the authority of municipalities to impose unreasonable design and zoning requirements. (See Table 1).”

4. MHProNews observes that only Florida, Georgia and Kentucky have recorded increases in 2026 over 2025 shipment levels. To the concern raised by Susin, even though the number one production and shipment state of Texas has – per Pew – enacted ‘preemption reforms,’ Texas in 2026 is trailing its 2025. totals.

It is apparent that despite ‘a trend’ towards some states passing statewide preemption that manufactured housing production and shipments have dipped modestly and have overall plateaued around 100,000 units a year. Yet, in 2004, then MHI President and CEO Chris Stinebert said he expected the industry’s production to recover to the levels seen in the mid-to-late 1990s. That obviously never occurred.
