According to the Alliance for Affordable Energy: “New Orleans City Council – If you live in New Orleans, the City Council is responsible for regulating your investor-owned electric and gas utility, Entergy New Orleans.” That same source said about the event described in the news report provided in Part I the following. “Power companies like Entergy have consistently opposed efforts to connect New Orleans and Louisiana to the larger electric grid, and state and local regulators have often sided with those companies over what’s best for their constituents – which is why the Alliance came into existence. Until regulators engage in regional transmission planning, and order these utilities to fully connect to systems like MISO, Louisiana and New Orleans ratepayers will be vulnerable to failures like we saw on Sunday.” With that brief backdrop, Part I was provided to MHProNews from the WND News Center and the Daily Caller News Foundation (DCNF). ‘How does this happen?’ Power outages plunge major U.S. city into darkness after months of warnings
‘There are lots of questions that need answering’

New Orleans was plunged into darkness on Sunday afternoon when the region’s grid operator cut off power to reduce usage, a “last resort” measure to prevent a large-scale blackout, according to Nola.com, a local news outlet.
The Midcontinent Independent System Operator (MISO), a major electrical grid operator, directed the energy company Entergy to reduce power with only three minutes’ notice to prevent a blackout, affecting nearly 100,000 customers, according to Nola.com. Power was fully restored after several hours, though concerns about the power grid’s reliability remain as President Donald Trump’s administration, energy policy experts and multiple North American Electric Reliability Corporation (NERC) reports have signaled that MISO is at an elevated risk for blackouts due in part to phasing out coal-fired power plants.
“The forced outages were directed by MISO as a last resort, and done in order to prevent a more extensive, prolonged power outage that could severely affect the reliability of the power grid,” Entergy said in a Sunday statement.

“How does this happen?” New Orleans City Council member Joe Giarrusso told Nola.com. “There are lots of questions that need answering.”
Giarrusso and fellow New Orleans City Council member Helena Moreno said MISO warned Entergy of the outage just three minutes before turning off the power, though the reason for the short notice was unclear, according to Nola.com. The blackouts affected approximately 100,000 customers in and around New Orleans, according to 4WWL, a local CBS affiliate.
Louisiana Public Service Commissioner Davante Lewis, whose district includes New Orleans, said that one Entergy generator was offline for scheduled maintenance when a second generator supplying the region also failed, the outlet reported. Lewis noted that the power demand exceeded projections at the time and added that he was unsure as to whether the second generator was operated by Entergy or Cleco.
Two days before the blackouts, Secretary of Energy Chris Wright ordered MISO to ensure that the J.H. Campbell coal-fired power plant in West Olive, Michigan, continues to operate in order to prevent potential capacity shortages that could cause power outages.

“This administration will not sit back and allow dangerous energy subtraction policies threaten the resiliency of our grid and raise electricity prices on American families,” Wright said Friday. “With President Trump’s leadership, the Energy Department is hard at work securing the American people access to affordable, reliable, and secure energy that powers their lives regardless of whether the wind is blowing, or the sun is shining.”
The MISO grid powers portions of 15 Midwestern states and has reduced its reliance on readily available energy sources such as gas, coal or nuclear power, opting instead to pursue solar and wind resources to meet demand. This exchange is a driving factor of its potential risk, according to NERC.
“MISO’s capacity resource turnover continues to occur with coal unit contributions being primarily replaced by solar, wind, and battery facilities. Furthermore, generation installation delays result in uncertainty throughout the assessment timeframe,” the December 2024 NERC grid reliability assessment reads. “As a result of these factors, MISO is facing capacity shortfalls beginning in 2025.”
NERC’s summer reliability assessment flagged similar warnings for MISO and three other major grid operators across the country.
“High temperatures in Louisiana led to higher-than-expected demand, and with planned and unplanned transmission and generation outages MISO needed to take this action as a very last resort. MISO coordinated with the local utilities to restore power as quickly as possible,” a spokesperson for MISO told the Daily Caller News Foundation. “MISO will coordinate with Consumers Energy to support compliance with the federal order as we prepare to maintain grid reliability throughout the summer season.”
The City of New Orleans Mayor’s Office, the Department of Energy, Cleco, Giarrusso, Moreno and Lewis did not respond to the Daily Caller News Foundation’s requests for comment.

Without electricity, there are no power tools or lights to work with in the production centers that produce HUD Code manufactured housing, or other forms of factory-built housing, such as prefabs or modular housing products. The cost of energy is part of the cost of living. If energy costs soar, and energy reliability falters, potential homebuyers and all impacted residents – owners and renters alike – pay the price. For years, MHProNews has published periodic reports that focused on busting the myths around so-called ‘green’ energy and the so-called ‘climate crisis.’ These are demonstrably agenda driven hoaxes that have enriched a few special interests while causing widespread economic cost and harm. Note that doesn’t mean that the U.S. should rely on ‘dirty’ energy: pollution in land, water, and air should obviously be avoided. The Department of Energy (DOE) manufactured home energy rule is part of the milieu of issues that has created stress that kept manufactured home production lower and fostered manufactured home industry consolidation in the process. Regulations are a tool for those who have the political clout to get regulations to work in their favor.









Those are just a sampling of data-packed facts-evidence-analysis (FEA) reported and unpacked by MHProNews on what amounts to years of climate change propaganda. These are NOT just ‘conservative’ views. There are those who consider themselves to be liberals who have pointed out similarly. Let’s be clear. There are rich Republicans. President Trump is a billionaire. But many of those wealthy Republicans, including Trump, were wealthy before they entered political office. In the case of several prominent Democrats, they became wealthy during and/or after being in office. Former Democratic President Harry S. Truman has stern words for that practice.

It’s easy to blame the other side. And for many Democrats, it’s obvious that Republicans are thwarting progress toward a more equal society. But what happens when Republicans aren’t standing in the way? In many states — including California, New York and Illinois — Democrats control all the levers of power. They run the government. They write the laws. And as we explore in the video above, they often aren’t living up to their values. In key respects, many blue states are actually doing worse than red states. It is in the blue states where affordable housing is often hardest to find, there are some of the most acute disparities in education funding and economic inequality is increasing most quickly. Instead of asking, “What’s the matter with Kansas?” Democrats need to spend more time pondering, “What’s the matter with California?”
6) Decades of Democratic policies have not worked. This has been admitted and even decried by numbers of people on the political left, including Senator Bernie Sanders (VT-Democratic Socialist), big time Obama-supporter attorney John Morgan (rumored to be preparing a run for political office), and former members of the Obama-Biden (D) and Biden-Harris (D) eras. To double down on failed policies is absurd.

Speaking of energy, MHProNews plans to update readers on the pending manufactured housing energy rule, given that the Manufactured Housing Institute (MHI) has not done so publicly on their website.
The Manufactured Housing Institute (MHI) website’s home page and news landing page has been checked on a near daily basis by MHProNews during May. Screen captures have documented what stories were visible on what date.
It appears that MHI has backdated an article to May 21st and published it circa May 29th, 2025. But that ‘news’ item isn’t on the DOE energy rule case. Rather, it is yet another essentially self-promotional item touting MHI award winners. If MHI can’t be honest about something as seemingly simple as the date of their own posts, how can they be trusted on larger and more important issues?


To emphasize, there are developments in the DOE energy rule case. MHI is a party to that litigation. Why haven’t they reported that on their own website? Watch for a planned update next week from MHProNews. A source at the Manufactured Housing Association for Regulatory Reform (MHARR) has indicated to MHProNews that they will be providing an update next week on that energy rule litigation too.
7) The hiring by MHI of Teresa Payne, formerly with HUD’s Office of Manufactured Housing Programs (OMHP), is just another example of how devious ‘the system’ that uses MHI has been. Why did MHI hire someone, presumably with a 6-figure annual pay package, that failed to properly implement pro-manufactured housing legislation?

This is what the revolving door and regulatory capture can look like with respect to MHVille.


8) To put a ribbon around this topic, if America is to grow in manufacturing, AI, or other endeavors, an abundance of lower cost energy is necessary. Nations like Communist China and India understand that and have been building coal fired and other plants at a pace that the U.S. may not be able to counter in terms of avoiding pollution even if our country ceased producing any energy. Trump’s policies tend to be common sense and based on good evidence. They are also gaining in popularity, as the right track wrong track polling has turned positive under Trump for the first time in decades.
