Like it or not, the market (a.k.a.: “Wall Street”) did not react well to the recent quarterly earnings and earnings call for Legacy Housing (LEGH). Legacy’s stock fell and rightly or wrongly their outlook per analysts cited in Part I is muted. Legacy’s management is known to generally stay clear of manufactured housing industry politics. But there may be good reasons for the co-founders of Legacy to consider a different tact, if they want their roughly half-billion-dollar valuation firm (LEGH) to get the respect and investor support the firm has earned from decades of largely growth-oriented efforts. Partially with Legacy and Wall Street in mind, Part II of this mashup will also provide an update on the National Defense Authorization Act (NDAA) which has had attached to it the Renewing Opportunity in the American Dream to Housing Act (ROAD to Housing Act 2025).

Part I is focused on a 11.12.2025 report via Yahoo Finance. But a different report from the Simply Wall Street financial news site said the following.

Legacy Housing Corporation (NASDAQ:LEGH) shareholders might be concerned after seeing the share price drop 25% in the last quarter. But the silver lining is the stock is up over five years. However we are not very impressed because the share price is only up 38%, less than the market return of 90%.

Since the long term performance has been good but there’s been a recent pullback of 9.8%, let’s check if the fundamentals match the share price.

But briefly for now, Landy timed a public op-ed to apparently politely take a stance that seems to ignore what most Manufactured Housing Institute (MHI) members are doing while adopting a position that is in keeping with what the Manufactured Housing Association for Regulatory Reform (MHARR) has long held. Landy mentioned neither organizations in his op-ed. Given that Landy is a new member of MHI’s board of directors his public remarks are, well, remarkable.

Why does this matter for Legacy? Sooner or later, investors, affordable housing advocates, and the some of the public will likely figure out that the ROAD to Housing Act (if not amended as MHARR has called for) will fail to deliver more affordable housing. Perhaps worse, MHARR warns that the ROAD to Housing Act will undermine existing federal laws instead of strengthening them. That may benefit consolidators of manufactured housing. But it will arguably have the effect of diminishing the valuation of firms like Legacy and numbers of others. That and more will be unpacked in Part III.

15) While both major parties have failed to enforce preemption when they had administrations in place that could have used “enhanced preemption” to overcome zoning and placement barriers, perhaps the best opportunity (on paper) was during the Biden-Harris (D) years. One might think that Clayton Homes (BRK) could have used their influence with Warren Buffett, who was a sizable backer of Obama-Biden (D) and had a family member in the Obama White House, to get federal preemption enforced. Our son has grown quite a bit since this 12.2019 photo. All on Capitol Hill were welcoming and interested in our manufactured housing industry related concerns. But Congressman Al Green’s office was tremendous in their hospitality. Our son’s hand is on a package that included the Constitution of the United States, bottled water, and other goodies.
