MHI Urges HUD to Extend FHA Insurance to Manufactured Homes that Meet the HUD Model Installation Standards

On March 8, MHI submitted comments to HUD on its proposed rule regarding FHA insurance for manufactured housing. Under the proposal, HUD is considering changes to its 2008 proposal requiring all states to have HUD certified State Installation programs in place as a condition for approving FHA insurance for Manufactured Housing. Currently under the FHA Title II program, eligible manufactured homes must be installed in accordance with the FHA Guide for Permanent Foundations, which conflict with the HUD approved installation standards. In its comments, MHI urged HUD to move quickly and authorize FHA insurance for homes in states that have a HUD approved state installation program or a HUD administered installation program. Currently 27 states, representing approximately 85 percent of the manufactured home shipments have qualifying manufactured home installation programs. Another nine states have conditionally approved programs or installation programs in the process of becoming HUD approved.
