The FHA Title I and Title II programs are both under HUD’s jurisdiction. The open-ended nature of the call for comments creates an opportunity which is arguably a stronger and faster path than the Duty To Serve may offer.

While federal rules make it clear this isn’t a vote, there is little doubt that if HUD hears from several pros on FHA Title I and Title II, it is likely to have more of an impact.
