State races and federal ruling highlight latest Manufactured Housing Grass Roots Report

B. 5513 would require a written explanation of the responsibilities of local jurisdictions over manufactured homes (MH) and manufactured housing communities (MHCs), seasonal and year round. The Department of Manufactured Housing needs to notify the local government of a technical bulletin if an MHC is open, or seeking to open, in that jurisdiction. If the government receives a complaint about a specific MHC, the local jurisdiction needs to be notified promptly of the nature of the complaint. The department does not regulate MH located outside communities, except as regards the sales and service of the homes.

The bill further states that local governments cannot mandate the exclusion of MH whether in a community or not; nor can they set a standard incompatible with the setup and installation instructions of the manufacturer or the federal government’s Department of Housing and Urban Development (HUD) regulations. Also, local governments cannot impose an ordinance that requires certain roof configurations or special use zoning requirements, but can mandate manufactured homes, whether in a community or not, be inspected for safety. The local government cannot impose construction standards on manufactured homes that exceed those of the national manufactured housing construction and safety standards act of 1974.

In Connecticut, Gov. Daniel Malloy (D) and Republican challenger Tom Foley offered different notions on kick-starting the state’s economy, with Foley saying Malloy signed the largest tax increase in the state’s history, resulting in the growth rate of only one percent. Malloy says 60,000 private-sector jobs have been created on his watch, a number Foley questions. He says state spending has risen 16 percent during Malloy’s administration, while Malloy responds it went up less than during the two previous Republican administrations. The two candidates also fought over income taxes paid: Malloy said Foley is a multimillionaire who paid no personal income taxes in 2011 and 2012. Foley said his investments lost money in those years in which he earned no personal income, and therefore he had no income to declare.
