Sheriff Candidate wants Modular Jail

Pat Withrow, a candidate for sheriff of San Joaquin County, just east of San Francisco, says modular housing for inmates would ease overcrowding at the main jail, and could be built quicker than traditional construction. As centralvalleybusinesstimes.com informs MHProNews.com, Withrow says the county has the highest recidivism rate of all California counties because the overcrowding leads to early release. “This limited bed space problem has created a system that borders on catch-and-release,” he says, adding, “You cannot fight crime unless you have a combination of incarceration and rehabilitation, and you cannot get the gangs and guns off the street with a broken jail.” ##
