Modular Jail Proposed for Stockton

Inmate overcrowding is a major issue in the race for sheriff in Stockton, California, pitting incumbent Sheriff Steve Moore against Sgt. Pat Withrow. While a state panel approved $33.3 million for a new, higher-security facility to replace the Honor Farm, Withrow wants to add modular jail units on an “as needed” basis, according to recordnet.com. “It needs to be the top priority of this department to quickly obtain more beds to hold bad guys,” said Withrow, a veteran officer who manages alternative work programs at the jail. “We can’t wait another three to four years for a new project.” In fact, MHProNews has learned Sheriff Moore has in fact suggested using precast modular concrete blocks for detention centers after his plan for an $80 million, 1,280-bed facility was scrapped. Withrow wants to use $17 million for modular units.
