The Pakistan Observer in Islamabad notes that home construction prices are so great that people should consider a modular home.  The prices of steel, diesel fuel, coal, cement and wages have all increased, making it difficult for a middle class family to build a home.  In addition, the government has imposed a 17 percent sales tax on bricks.  The article explains that modular, or factory-built homes, were first advertised in England in 1837.
