MHI Comments on Housing Trust Fund Rules

MHI LogoThe Manufactured Housing Institute (MHI) submitted comments in December to the Department of Housing Urban Development (HUD) on its October 29, 2010 proposed rule establishing the regulations that govern the Housing Trust Fund (HTF). The HTF, authorized by Congress under the Housing and Economic Recovery Act (HERA) of 2008, was established to increase and preserve the supply of rental housing and increase homeownership for very low and extremely low income families. In its comments, MHI said it was pleased that HUD included manufactured housing as an eligible type of housing for grants under the HTF, but urged HUD to clarify the proposed regulations regarding property standards for manufactured housing to be consistent with HUD’s FHA policies, and with regulations under 24 CFR 3285 and 3286, Model Manufactured Home Installation Standards and Manufactured Housing Installation Rules and Regulations.  MHI said that language in the proposed rule requiring manufactured homes to be installed on a permanent foundation should be eliminated because it is confusing and does not account for the Model Manufactured Home Installation Standards in 24 CFR Parts 3285 and 3286 which are intended to apply to all manufactured homes, regardless of the type of engineered foundation system utilized.
