HUD-CDC “REPORT” NOW BEING CIRCULATED
As you may be aware, a joint “report” issued by the Department of Housing and Urban Development and the Centers for Disease Control (CDC), entitled “Safety and Health in Manufactured Structures” is now being circulated. This is a biased, one-sided and misleading anti-industry smear — produced under false pretenses — that consistently presents manufactured housing in the worst possible light and unfairly lumps manufactured housing together with other types of manufactured structures.
As the attached excerpt from the October 22, 2008 MHARR Washington Update shows, MHARR warned the industry about this project and strongly objected at an October 17, 2008 mass meeting of interested parties and federal agencies convened by CDC, telling CDC and HUD that the entire project was defective in concept and content, and should be terminated. In response, CDC promised that a revised “public comment draft” of the report would be provided to meeting participants, “once all relevant comments” had been incorporated “and each involved federal agency has had a chance to review and edit” the report.
While we are not aware of what might have been provided to other segments of the industry, CDC and HUD, aware that MHARR would continue to oppose this project, did not provide MHARR with any subsequent draft of this report. MHARR notes, however, that the Deputy Administrator of the HUD manufactured housing program is credited in the report with having reviewed and helped guide the authors in the development and production of this document.
MHARR will now review and analyze this propaganda masquerading as research and will address it soon in a manner consistent with the dignity that it deserves.
Finally, it is noteworthy that MHARR’s predictions and warnings from 2008 have come to pass, largely because of the continuing go-along-to-get along orientation of the industry establishment in Washington, D.C.
