Homeowners Try to Level Playing Field

The Utah legislature is set to hear discussion on a proposed bill that would set up an arbitration mechanism between homeowners and community owners. This bill would charge community owners an annual $10 fee to fund a potential mediation process. Homeowners claim they are at the mercy of the community owners when it comes to raising lot rents because it is so expensive to move a home. HB 101 passed out of the House Rules Committee Wednesday, and the representative for the community owners says it goes too far. The Salt Lake Tribune says the community owners would prefer the bill to die. The Representative Janice Fisher says she is just trying to open the door for communication when the circumstances between the two sides changes.
