While crime is nothing new, the spike seems clearly tied to the pull back by law enforcement from &#8220;pro-active policing.&#8221; The result is a 60% rise in murder in Baltimore vs. the same period last year.<\/span><\/span><\/span><\/p>\n<p lang=\"en-US\" align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">Some are speculating that this could be a summer of race riots in the U.S.. Clearly, that would be tragic, if it happens. Naturally, it would be far better if that could be avoided.<\/span><\/span><\/span><\/p>\n<p lang=\"en-US\" align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">But should that occur, what would happen to those singles, couples and families who believe they can pick up and move?
