A. &#8220;Tony&#8221; Kovach were delivered to the Federal Housing Finance Agency (FHFA), Fannie Mae, and Freddie Mac &#8220;listening session.&#8221; 7 minutes were allocated, which is about 1050 words and that is the word count for what follows in Part I. While the Warren Buffett video recorded statements about implementing the Duty to Serve (DTS) for manufactured housing could not realistically be played during that listening session, his remarks were referenced and linked. That video is posted at the end of Part I.<\/p><div id=\"manuf-1432600278\" class=\"manuf-content manuf-entity-placement\"><script async src=\"\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-3870480136270376\" crossorigin=\"anonymous\"><\/script><ins class=\"adsbygoogle\" style=\"display:block;\" data-ad-client=\"ca-pub-3870480136270376\" \ndata-ad-slot=\"\" \ndata-ad-format=\"auto\"><\/ins>\n<script> \n(adsbygoogle = window.adsbygoogle || []).push({}); \n<\/script>\n<\/div>\n<p>Part II are prior listening session remarks from 3.21.2021. Note how the two fit together, because there has essentially been no discernable progress in getting DTS support for mainstream HUD Code manufactured homes. The role that some of the larger firms involved in the Manufactured Housing Institute (MHI) and MHI itself are outlined and linked form factually accurate observations linked in both sets of expert views. Part III will be more focused than is typical but will provide some additional context and insight into the importance of these issues not only for the manufactured home industry, but for affordable housing in general, and the ripple effects that this has socially and economically.<\/p>\n<p>&nbsp;<\/p>\n<p>Part I<\/p>\n<h3>Loper Bright\u2019s Light on FHFA-Fannie Mae-Freddie Mac-the Duty to Serve Manufactured Housing and \u201ca Pimple on an Elephant\u2019s Ass\u201d<\/h3>\n<p><a href=\"https:\/\/www.manufacturedhomepronews.com\/wp-content\/uploads\/2024\/02\/LeftRightCenterMediaBiasSharylAttkissonAllSidesWikipediaMSN-BingCopilotBiasRatingCitedByMHProNewsUpdated2.25.2024-scaled.jpg\">Left<\/a>-leaning <a href=\"https:\/\/www.manufacturedhomepronews.com\/cbs-half-of-americans-struggling-to-afford-housing-claremont-chair-tom-klingenstein-video-says-war-on-american-way-of-life-makes-case-on-trump-transcript-w-analysis-plus-mhville\/\">CBS News said that roughly half of the country is struggling with housing costs<\/a>.<\/p>\n<p>Like it or not, there is a sense among tens of millions of Americans that the federal government has not been responsive to the will of the people, nor to the rule of law.<\/p>\n<p>Like it or not, most Americans believe the federal bureaucracy is responsive to <a href=\"https:\/\/www.manufacturedhomepronews.com\/democratic-congressman-seth-moulton-ma-d-said-democrats-are-party-of-ultra-rich-and-the-ultra-poor-rigged-system-revelations-facts-and-analysis-plus-sunday-weekly-mhville-headlines-rec\/\">corporate and special interests rather<\/a> than the needs of stressed affordable housing seekers, as <a href=\"https:\/\/www.manufacturedhomepronews.com\/frank-rolfe-denounces-special-interests-dont-tell-me-we-cant-solve-affordable-housing-truth-is-we-dont-want-to-solve-affordable-housing-c\/\">arguably notorious Manufactured Housing Institute (MHI) member Frank Rolfe asserted<\/a>.<\/p>\n<p>\u201cSo don\u2019t tell me \u201cwe can\u2019t solve affordable housing\u201d because the correct statement is \u201cwe don\u2019t want to solve affordable housing,\u201d said Rolfe.<\/p>\n<p>MHI member and manufactured home lender <a href=\"https:\/\/www.manufacturedhomepronews.com\/triad-financial-services-ecn-capital-significant-barriers-to-entry-blackstone-partnership-extended-expanded-4-year-trends-w-fed-funds-impact-on-mh-negative\/\">Triad Financial Services recently bragged to investors about<\/a> the \u2018Significant Barriers to Entry\u2019\u00a0into manufactured home lending.<\/p>\n<p>Barriers of entry and moats have become more common thinking to the point that DOJ\u2019s top antitrust official, <a href=\"https:\/\/www.manufacturedhomepronews.com\/hips-at-promarket-moats-competition-law-antitrust-is-kitchen-table-interview-speech-dojs-jonathan-kanter-on-antitrust-biden-wh-competition-big-biz-manufactu\/\">Jonathan Kanter, specifically cited \u201cmoats\u201d as an area of concern<\/a>.<\/p>\n<p>It\u2019s been over 5 years since Warren Buffett said in remarks captured on a <a href=\"https:\/\/www.youtube.com\/watch?v=0cyn4WDKifg&amp;t=8s\">Yahoo News video<\/a> at a Berkshire Hathaway annual event that \u201cI think it would be a good thing to do\u201d for Fannie and Freddie to implement DTS on manufactured housing.<\/p>\n<p>The context of Buffett\u2019s remarks are in this quote from the video transcript:<\/p>\n<p>\u201cWell it may not help profits but it would definitely is good if the Freddie and Fannie are authorized to do more lending against manufacturing homes\u2026manufactured homes are a very reasonable way\u2026to get people to get decent housing and have a home\u2026they are hard to finance to some degree [at] the local bank, frequently\u2026big lenders haven&#8217;t wanted to do [manufactured home loans]\u2026It would be very good for America in my view if Freddie and Fannie did more in that area. Obviously, we would sell some more homes, but we would lose financing and we might come out behind, we might come out ahead, but\u2026I think it would be a good thing to do.\u201d<\/p>\n<p>I\u2019m not sure what more ought to be said after the supposed \u201cOracle of Omaha\u201d says it would be good, doable, and more Americans could buy affordable manufactured homes?!<\/p>\n<p>Kevin Clayton has said that Buffet is a \u201c<a href=\"https:\/\/www.manufacturedhomepronews.com\/warren-buffetts-pledge-to-kevin-clayton-you-can-access-plenty-of-capital-for-projects-quotes-facts-video-transcript-and-implications-for-manufactured-housing\/\">genius<\/a>.\u201d<\/p>\n<p>I don\u2019t think that <a href=\"https:\/\/www.manufacturedhomepronews.com\/ceo-tim-williams-of-21st-mortgage-corp-authored-document-exposed-warren-buffett-policies-among-threats-and-challenges-to-manufactured-housing-from-progressive-movement-and-govt\/\">Fannie, Freddie or FHFA officials would argue with Buffett\u2019s financial expertise<\/a>, wouldn\u2019t everyone listening and reading this agree?<\/p>\n<p>My name is <a href=\"http:\/\/www.linkedin.com\/in\/latonykovach\">L. That\u2019s an apparent reference to <a href=\"https:\/\/www.manufacturedhomelivingnews.com\/coming-epic-affordable-housing-finance-clash-chair-maxine-waters-vs-warren-buffett-clayton-homes-historic-challenges-ahead\/\">21<sup>st<\/sup> Mortgage Corporation<\/a> and Vanderbilt Mortgage and Finance.<\/p>\n<p>MHARR\u2019s President\/CEO Mark Weiss, J.D. said <a href=\"https:\/\/www.manufacturedhomepronews.com\/masthead\/cats-out-manufactured-housing-institute-housing-coalition-letter-to-congress-fact-check-analysis-reveals-what-mhi-nar-nahb-mba-others-did-didnt-request-ai-affordable-housing-surprises-await\/\">MHI<\/a> CEO Lesli Gooch\u2019s remarks on DTS were \u201c<a href=\"https:\/\/www.manufacturedhomelivingnews.com\/inexcusable-and-major-problem-exclusive-mhlivingnews-question-and-answer-qa-with-mark-weiss-j-d-president-and-ceo-of-manufactured-housing-association-for-regulatory-reform-mharr\/\">inexcusable and a major problem<\/a>.\u201d<\/p>\n<p><a href=\"https:\/\/www.manufacturedhomepronews.com\/epic-kevin-clayton-moat-rant-analysis-lesli-gooch-debate-defense-doug-ryan-charge-end-clayton-monopoly-over-manufactured-housing-breaching-buffett-berkshire-clayton-monopolistic-moat-method\/\">Doug Ryan<\/a> while at CFED\/Prosperity Now accused MHI and Clayton of thwarting DTS implementation.<\/p>\n<p>Several <a href=\"https:\/\/www.manufacturedhomepronews.com\/sgt-schultz-perry-mason-allusions-prominent-manufactured-housing-institute-mhi-members-allies-reveal-apparent-mhi-ruse-manufactured-housing-institute-facts-about-more-better-mhloan\/\">pro-consumer groups are on record asking the FHFA to implement DTS on single family chattel manufactured home loans<\/a>.<\/p>\n<p>Isn\u2019t it troubling that corporate interests get DTS credits for financing land lease communities? <a href=\"https:\/\/www.manufacturedhomepronews.com\/mccarthy-missions-of-fannie-mae-and-freddie-mac-to-help-preserve-affordable-housing-theyre-doing-exactly-the-opposite-updated-2023-mh-communities-total-new-manufactured-h\/\">George McCarthy with the Lincoln Institute said consolidators of manufactured home communities are making living in manufactured home communities less affordable after those loans are made<\/a>.<\/p>\n<p><a href=\"https:\/\/www.manufacturedhomepronews.com\/paltering-mhi-and-els-linked-mhinsider-stunning-report-on-hud-secretary-marcia-fudge-resignation-vs-mharr-fudge-memo-facts-w-manufactured-housing-industry-expert-analysis-plus-mhma\/\">Paltering, posturing<\/a>, <a href=\"https:\/\/www.manufacturedhomepronews.com\/deception-and-misdirection-mhi-proxy-response-to-concerns-about-awards-to-bbb-d-rated-flagship-communities-facts-are-stubborn-things-co\/\">deception and misdirection<\/a> have all been addressed before. What matters aren\u2019t mere words which aren\u2019t followed up with measurable performance. I don\u2019t think the IRS would give me 15 years to get something done if they asked.<\/p>\n<p>I grew up in an era when we learned the Constitution, the Declaration of Independence, and their meaning.<\/p>\n<p>So I get it why <a href=\"https:\/\/www.manufacturedhomepronews.com\/lawmakers-put-federal-agencies-on-notice-after-scotus-loper-bright-ruling-ended-decades-of-chevron-deference-obvious-manufactured-housing-implications-facts-analysis-plus-mhmarkets\/\">members of Congress are starting to address SCOTUS\u2019 <em>Loper Bright<\/em> decision with federal agencies<\/a>. I certainly hope and pray appropriate letters to HUD and FHFA are among those which will be forthcoming. He compared those trillions in losses on houses to the far more modest losses experienced by lenders operating in HUD Code Manufactured Homes in the late 1990s into the early 2000s.<\/p>\n<p>Despite that comparative pimple, Fannie Mae, Freddie Mac, and others periodically point back to that problematic so-called \u201c<a href=\"https:\/\/www.manufacturedhomepronews.com\/witchs-brew-of-predatory-practices-longtime-mhi-member-attorney-marty-lavin-rips-manufactured-housing-institute-exposes-duty-to-serve-financing-stonewall\/\"><strong>GreenSeco era<\/strong><\/a><a href=\"https:\/\/www.manufacturedhomepronews.com\/witchs-brew-of-predatory-practices-longtime-mhi-member-attorney-marty-lavin-rips-manufactured-housing-institute-exposes-duty-to-serve-financing-stonewall\/\">.<\/a>\u201d That\u2019s 2 decades in the rearview mirror. How can that be an excuse for treating manufactured homes so differently than conventional housing in access to lending?<\/p>\n<p>The FHFA website says that Enterprise Housing Goals are supposed to \u201c<strong>FOSTER competitive, liquid, efficient, and resilient (CLEAR) national housing finance markets that support sustainable homeownership and affordable rental housing<\/strong>\u2026\u201d<\/p>\n<p>Before and after passage of the Housing and Economic Recovery Act (HERA) of 2008 and the<\/p>\n<p>Congressional mandate of Duty to Serve (or DTS) for manufactured housing by Fannie Mae, Freddie Mac &#8211; FHFA and other regulators have paid lip service to supporting manufactured homes.\u00a0\u00a0 That negatively impacts millions. Who says?<\/p>\n<p><a href=\"https:\/\/www.manufacturedhomepronews.com\/hud-reports-homelessness-rising-housing-should-be-a-right-says-hud-secretary-marcia-fudge-praising-biden-initiatives-manufactured-home-factor-missing\/\">HUD Secretary Marcia Fudge<\/a> spoke recently about the tragedy of increased homelessness in America.<\/p>\n<p>HUD\u2019s sad <a href=\"https:\/\/www.manufacturedhomepronews.com\/hud-reports-homelessness-rising-housing-should-be-a-right-says-hud-secretary-marcia-fudge-praising-biden-initiatives-manufactured-home-factor-missing\/\">report<\/a> is fascinating because <a href=\"https:\/\/www.manufacturedhomepronews.com\/monopolies-silent-spreaders-of-poverty-and-economic-inequality-insights-from-henry-simons-thurman-arnold-applied-by-schmitz-and-fettig-to-hud-manufactured-housing-economic-inequality-and-poverty\/\">James Schmitz Jr. &#8211; a researcher for the Minneapolis Fed<\/a><a href=\"https:\/\/www.manufacturedhomepronews.com\/monopolies-silent-spreaders-of-poverty-and-economic-inequality-insights-from-henry-simons-thurman-arnold-applied-by-schmitz-and-fettig-to-hud-manufactured-housing-economic-inequality-and-poverty\/\">,<\/a> and <a href=\"https:\/\/www.manufacturedhomepronews.com\/sabotaging-monopolies-minneapolis-fed-researchers-charge-hud-collusion-w-builders-to-sabotage-manufactured-housing-independents-created-u-s-housing-crisis\/\">three colleagues<\/a> &#8211; published reports accusing HUD and builders of collusion in deliberately undermining manufactured housing.<\/p>\n<p>Schmitz and those researchers argued that collusion between HUD and builders is a case of \u201c<a href=\"https:\/\/www.manufacturedhomepronews.com\/monopolies-silent-spreaders-of-poverty-and-economic-inequality-insights-from-henry-simons-thurman-arnold-applied-by-schmitz-and-fettig-to-hud-manufactured-housing-economic-inequality-and-poverty\/\">sabotage<\/a> <a href=\"https:\/\/www.manufacturedhomepronews.com\/monopolies-silent-spreaders-of-poverty-and-economic-inequality-insights-from-henry-simons-thurman-arnold-applied-by-schmitz-and-fettig-to-hud-manufactured-housing-economic-inequality-and-poverty\/\">monopoly<\/a><a href=\"https:\/\/www.manufacturedhomepronews.com\/monopolies-silent-spreaders-of-poverty-and-economic-inequality-insights-from-henry-simons-thurman-arnold-applied-by-schmitz-and-fettig-to-hud-manufactured-housing-economic-inequality-and-poverty\/\">.<\/a>\u201d<\/p>\n<p>They said that sabotaging collusion between HUD and builders increased homelessness, harmed minorities, and cut off the lower income class of all backgrounds from the benefits of affordable manufactured home ownership.<\/p>\n<p>Schmitz and his colleagues wrote positively about the manufactured home option.<\/p>\n<p><a href=\"https:\/\/www.manufacturedhomepronews.com\/affordable-manufactured-housings-puzzling-contemporary-condition-revealed-by-quotable-quotes-from-residents-professionals-expert-researchers-advocates-public-officials-graphics-and-repo\/\">Scholastica \u201cGay\u201d Cororaton\u2019s research for the National Association of Realtors<\/a> also praised modern manufactured homes.<\/p>\n<p>What makes Schmitz and his colleagues\u2019 charge of HUD\u2019s role in <strong>\u201csabotage monopoly<\/strong>\u201d more compelling are comments from <a href=\"https:\/\/www.manufacturedhomelivingnews.com\/the-solution-to-the-affordable-housing-crisis-is-hiding-in-plain-sight\/\">Bill Matchneer. Attorney Matchneer is the former HUD administrator<\/a> for the Office of Manufactured Housing Programs (OMHP).<\/p>\n<p><a href=\"https:\/\/www.manufacturedhomepronews.com\/bombshells-former-hud-manufactured-housing-program-administrator-bill-matchneer-cavcos-manuel-santana-statements\/\">Matchneer said HUD\u2019s Office of General Counsel consistently failed to enforce the enhanced preemption<\/a> <a href=\"https:\/\/www.manufacturedhomepronews.com\/bombshells-former-hud-manufactured-housing-program-administrator-bill-matchneer-cavcos-manuel-santana-statements\/\">clause made law when the Manufactured Housing Improvement Act of 2000<\/a> (MHIA or 2000 Reform law) was enacted.<\/p>\n<p><a href=\"https:\/\/www.manufacturedhomelivingnews.com\/how-the-manufactured-housing-institute-mhi-and-their-corporate-masters-painted-themselves-into-a-corner-consumer-alert-news-analysis\/\">Jim Gray<\/a><a href=\"https:\/\/www.manufacturedhomelivingnews.com\/how-the-manufactured-housing-institute-mhi-and-their-corporate-masters-painted-themselves-into-a-corner-consumer-alert-news-analysis\/\">,<\/a> formerly with the FHFA Duty to Serve program, said in his exit message that FHFA and GSEs &#8211; \u201c[W]<strong>e have not made as much progress<\/strong> [toward meeting the Duty to Serve mandates] <strong>as many of us would have liked; so much remains to be done to reach these<\/strong> [DTS] <strong>markets<\/strong>.\u201d<\/p>\n<p>In December 2019, I made two different listening session presentations on the DTS mandates; one virtual and another live in Washington, D.C.<\/p>\n<p><a href=\"https:\/\/www.manufacturedhomelivingnews.com\/fhfa-gses-high-cost-to-minorities-all-americans-due-to-asserted-failures-to-follow-duty-to-serve-affordable-housing-existing-federal-laws\/\">In both presentations<\/a><a href=\"https:\/\/www.manufacturedhomelivingnews.com\/fhfa-gses-high-cost-to-minorities-all-americans-due-to-asserted-failures-to-follow-duty-to-serve-affordable-housing-existing-federal-laws\/\">,<\/a> I made the evidence-based case how disgraceful it was that the FHFA and GSEs have ignored the law to the harm of millions.<\/p>\n<p>GSEs and FHFA failures arguably included key corporate members of the Manufactured Housing Institute or MHI.<\/p>\n<p>Several scheduled to present today are aware of the issues I\u2019m raising. Because some worked for HUD, FHFA, GSEs, or are otherwise connected to the manufactured housing industry.<\/p>\n<p>For instance. Lesli Gooch, Ph.D., with the Manufactured Housing Institute (MHI) made statements in her filed EHG comments letter that sound supportive of manufactured homes.<\/p>\n<p>But upon closer examination, Ms. Gooch focused on an unproven plan that Berkshire Hathaway (BRK) owned Clayton Homes &#8211; which supports MHI &#8211; in their push for their branded <a href=\"https:\/\/www.manufacturedhomelivingnews.com\/manufactured-homeowners-interests-threatened-by-manufactured-housing-institute-deceptive-scheme-per-modular-home-builders-associations-tom-hardiman\/\">CrossMod<\/a><a href=\"https:\/\/www.manufacturedhomelivingnews.com\/manufactured-homeowners-interests-threatened-by-manufactured-housing-institute-deceptive-scheme-per-modular-home-builders-associations-tom-hardiman\/\"><sup>TM<\/sup><\/a><a href=\"https:\/\/www.manufacturedhomelivingnews.com\/manufactured-homeowners-interests-threatened-by-manufactured-housing-institute-deceptive-scheme-per-modular-home-builders-associations-tom-hardiman\/\"> homes scheme<\/a><a href=\"https:\/\/www.manufacturedhomelivingnews.com\/manufactured-homeowners-interests-threatened-by-manufactured-housing-institute-deceptive-scheme-per-modular-home-builders-associations-tom-hardiman\/\">.<\/a><\/p>\n<p>Where was Gooch\u2019s similarly robust support for <u>all other mainstream manufactured homes<\/u>?<\/p>\n<ul>\n<li>Fannie calls CrossMod<sup>TM<\/sup> MH Advantage\u00ae.<\/li>\n<li>Freddie calls their version of CrossMod<sup>TM<\/sup> CHOICEHome\u00ae.<\/li>\n<li>The known data reveals that these programs are market failures.<\/li>\n<\/ul>\n<p>Supposedly there have been double-digit sales nationally of CrossMod<sup>TM<\/sup> &#8211; under whatever name &#8211; in the last few years. That\u2019s in a market producing some 95,000 HUD Code manufactured homes annually.<\/p>\n<p>Attorney and manufactured home finance veteran Marty Lavin &#8211; an MHI award winner &#8211; did consulting for Fannie Mae. <a href=\"https:\/\/www.manufacturedhomelivingnews.com\/award-winning-attorney-marty-lavin-sounds-alert-about-manufactured-housing-institute-backed-loan-program-home-values-supply-demand-case-for-manufactured-housing-sabotage\/\">Lavin told <\/a><a href=\"https:\/\/www.manufacturedhomelivingnews.com\/award-winning-attorney-marty-lavin-sounds-alert-about-manufactured-housing-institute-backed-loan-program-home-values-supply-demand-case-for-manufactured-housing-sabotage\/\">MHLivingNews<\/a> <a href=\"https:\/\/www.manufacturedhomelivingnews.com\/award-winning-attorney-marty-lavin-sounds-alert-about-manufactured-housing-institute-backed-loan-program-home-values-supply-demand-case-for-manufactured-housing-sabotage\/\">t<\/a>hat MHAdvantage \u00ae was likely to be as successful as MH Select\u00ae. Lavin said MH Select\u00ae was also a virtual goose egg.<\/p>\n<p><a href=\"https:\/\/www.manufacturedhomepronews.com\/david-dworkin-national-housing-conference-compared-and-contrasted-with-lesli-gooch-manufactured-housing-institute-on-fannie-mae-freddie-mac-proposed-modifications-to-fhfa-on-duty-to-serve-finance\/\"><strong>David Dworkin<\/strong><\/a><a href=\"https:\/\/www.manufacturedhomepronews.com\/david-dworkin-national-housing-conference-compared-and-contrasted-with-lesli-gooch-manufactured-housing-institute-on-fannie-mae-freddie-mac-proposed-modifications-to-fhfa-on-duty-to-serve-finance\/\">, CEO of the National Housing Conference in federal comments said that manufactured<\/a> <a href=\"https:\/\/www.manufacturedhomepronews.com\/david-dworkin-national-housing-conference-compared-and-contrasted-with-lesli-gooch-manufactured-housing-institute-on-fannie-mae-freddie-mac-proposed-modifications-to-fhfa-on-duty-to-serve-finance\/\">housing was necessary<\/a> for affordable housing.<\/p>\n<p>Dworkin was fully confident that the GSEs could successful do manufactured home loans.\u00a0 Dworkin previously worked for a GSE as a Vice President.<\/p>\n<p><a href=\"https:\/\/www.manufacturedhomelivingnews.com\/huds-urban-institutes-edward-golding-knew-because-manufactured-housing-institutes-lesli-gooch-told-him\/\">Edward Golding<\/a> worked for HUD and the FHA.<\/p>\n<p>In 2018, Golding and 3 colleagues did a post for the Urban Institute. It was a entitled <a href=\"https:\/\/www.urban.org\/urban-wire\/manufactured-homes-could-ease-affordable-housing-crisis-so-why-are-so-few-being-made\">\u201cManufactured<\/a> <a href=\"https:\/\/www.urban.org\/urban-wire\/manufactured-homes-could-ease-affordable-housing-crisis-so-why-are-so-few-being-made\">homes could ease the affordable housing crisis. So why are so few being made<\/a><a href=\"https:\/\/www.urban.org\/urban-wire\/manufactured-homes-could-ease-affordable-housing-crisis-so-why-are-so-few-being-made\">?<\/a>\u201d<\/p>\n<p>Citing <a href=\"https:\/\/www.manufacturedhomelivingnews.com\/former-manufactured-housing-institute-president-manufactured-home-owners-urban-institute-and-you\/\">FHFA data, Golding and his co-authors in that Urban Institute report said manufactured homes<\/a> <a href=\"https:\/\/www.manufacturedhomelivingnews.com\/former-manufactured-housing-institute-president-manufactured-home-owners-urban-institute-and-you\/\">appreciated in value<\/a><a href=\"https:\/\/www.manufacturedhomelivingnews.com\/former-manufactured-housing-institute-president-manufactured-home-owners-urban-institute-and-you\/\">.<\/a> They said manufactured homes could appreciate even more given access to affordable sustainable GSE loans.<\/p>\n<p>What that Urban Institute post <a href=\"https:\/\/www.manufacturedhomepronews.com\/challenges-to-obtaining-manufactured-home-financing-urban-institute-report-fact-check-analysis\/\">didn\u2019t disclose on that specific page is that Berkshire chairman Warren<\/a> <a href=\"https:\/\/www.manufacturedhomepronews.com\/challenges-to-obtaining-manufactured-home-financing-urban-institute-report-fact-check-analysis\/\">Buffett is a lifetime trustee of the Urban Institute<\/a><a href=\"https:\/\/www.manufacturedhomepronews.com\/challenges-to-obtaining-manufactured-home-financing-urban-institute-report-fact-check-analysis\/\">.<\/a><\/p>\n<p>The applied logic of Golding, Dworkin, <a href=\"https:\/\/manufacturedhousingassociationregulatoryreform.org\/mharr-calls-for-mainstream-manufactured-home-loans-to-be-included-in-enterprise-housing-goals\/\">MHARR\u2019s Mark Weiss<\/a><a href=\"https:\/\/manufacturedhousingassociationregulatoryreform.org\/mharr-calls-for-mainstream-manufactured-home-loans-to-be-included-in-enterprise-housing-goals\/\">,<\/a> and others should make it plain that the GSEs could and should be doing robust lending in manufactured housing.<\/p>\n<p>Oxford Bank has made personal property loans on manufactured homes for some 2 decades. Oxford reportedly loans with credit scores that mirror those of Berkshire owned 21<sup>st<\/sup> Mortgage.\u00a0 Oxford purportedly does so profitably and sustainably and at lower interest rates than 21st.<\/p>\n<p>Given those facts and legal mandates, what possible excuse can FHFA and the GSEs give for not robustly making mainstream manufactured home loans for both personal property as well as mortgage lending?<\/p>\n<ul>\n<li>Why did the <a href=\"https:\/\/www.manufacturedhomepronews.com\/expose-manufactured-housing-institute-ceo-lesli-gooch-fhfa-gses-mhec-mharr-and-mhi-award-winner-marty-lavin-on-duty-to-serve-manufactured-home-loan-controversies\/\">GSEs and MHI hold closed door meetings some years ago and never released those<\/a> <a href=\"https:\/\/www.manufacturedhomepronews.com\/expose-manufactured-housing-institute-ceo-lesli-gooch-fhfa-gses-mhec-mharr-and-mhi-award-winner-marty-lavin-on-duty-to-serve-manufactured-home-loan-controversies\/\">meeting minutes<\/a><a href=\"https:\/\/www.manufacturedhomepronews.com\/expose-manufactured-housing-institute-ceo-lesli-gooch-fhfa-gses-mhec-mharr-and-mhi-award-winner-marty-lavin-on-duty-to-serve-manufactured-home-loan-controversies\/\">?<\/a><\/li>\n<li>How did the MHAdvantage \u00ae CHOICEHome\u00ae and CrossMod<sup>TM <\/sup>magically come to be so similar?<\/li>\n<li>Why is it that MHI postures support, but has backed or tolerated plans that leave Berkshire owned 21<sup>st<\/sup> and Vanderbilt Mortgage and Finance as the 2 runaway largest lenders in manufactured housing?<\/li>\n<\/ul>\n<p>I am consultant <a href=\"http:\/\/latonykovach.com\/\">L.A. \u201cTony\u201d Kovach<\/a><a href=\"http:\/\/latonykovach.com\/\">.<\/a> I\u2019ve worked in the insurance, RV, trade show, and other professions. paltering pattern harms millions of Americans while thousands of independent retailers, producers, and others went out of business or sold out at discount.<\/p>\n<ul>\n<li>Is it mere coincidence that involved.<\/p>\n<p><a href=\"https:\/\/www.manufacturedhomelivingnews.com\/machine-of-human-suffering-berkshire-hathaways-clayton-homes-manufactured-housing-institute-attorneys-response-to-allegations-felony-abuses-knudson-law\/\">Strommen has no axe<\/a> to grind in our profession.<\/p>\n<p>Strommen concluded that manufactured housing was being subverted from within and mentioned Clayton, MHI, other MHI members, plus the Buffett <a href=\"https:\/\/www.manufacturedhomepronews.com\/warren-buffett-declared-class-warfare-buffett-says-fellow-billionaires-were-winning\/\">\u201c<\/a><a href=\"https:\/\/www.manufacturedhomepronews.com\/warren-buffett-declared-class-warfare-buffett-says-fellow-billionaires-were-winning\/\">castle and moat<\/a><a href=\"https:\/\/www.manufacturedhomepronews.com\/warren-buffett-declared-class-warfare-buffett-says-fellow-billionaires-were-winning\/\">\u201d<\/a> method too.<\/p>\n<p>Given the degrees, evidence,
