Secretary Carson had even more to say, his <a href=\"https:\/\/www.manufacturedhomepronews.com\/a-new-era-of-cooperation-and-coordination-is-promised-by-hud-secretary-carson-saying-i-hear-you\/\" target=\"_blank\" rel=\"noopener\">full prepared statements are exclusively found at this link here<\/a>.<\/p><div id=\"manuf-2616683251\" class=\"manuf-content manuf-entity-placement\"><script async src=\"\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-3870480136270376\" crossorigin=\"anonymous\"><\/script><ins class=\"adsbygoogle\" style=\"display:block;\" data-ad-client=\"ca-pub-3870480136270376\" \ndata-ad-slot=\"\" \ndata-ad-format=\"auto\"><\/ins>\n<script> \n(adsbygoogle = window.adsbygoogle || []).push({}); \n<\/script>\n<\/div>\n<p>Manufactured homes are indeed a \u201c<span style=\"color: #993300;\"><strong>phenomenon<\/strong><\/span>,\u201d as award-winning industry veteran <a href=\"http:\/\/www.mhmarketingsalesmanagement.com\/featured-articles\/november-2017\/a-cup-of-coffee-with-ron-thomas-sr\" target=\"_blank\" rel=\"noopener\">Ron Thomas, Sr. told <\/a><em>MHProNews.<\/em><\/p>\n<p>The industry needs good data for investors and lenders, and accurate reporting for the public, as MHI\/NCC member and RV Horizon\u2019s <a href=\"https:\/\/www.manufacturedhomepronews.com\/frank-rolfe-blasts-mhi-for-poor-media-engagement-industry-reactions\/\" target=\"_blank\" rel=\"noopener\">Frank Rolfe has said<\/a>.<\/p>\n<p>It is more important \u201c<span style=\"color: #993300;\"><strong>to pay attention to what people do, than what they say<\/strong><\/span>,\u201d and to \u201c<span style=\"color: #993300;\"><strong>follow the money<\/strong><\/span>,\u201d as award winning industry success story, <a href=\"https:\/\/www.manufacturedhomepronews.com\/marty-lavin-lashes-the-manufactured-housing-institutes-mhi-latest-initiative\/\" target=\"_blank\" rel=\"noopener\">Marty Lavin<\/a>, J.D., told the <em>Daily Business News<\/em>.<\/p>\n<p>If the Duty to Serve (DTS) Manufactured Housing had been optional, Congress would not have called it a \u201c<span style=\"color: #993300;\"><strong>Duty<\/strong><\/span>,\u201d which means mandatory, as Mark Weiss, J.D. has said.<\/p>\n<p>The industry is indeed recovering from its 2009 &#8220;<span style=\"color: #993300;\"><strong>nadir<\/strong><\/span>,&#8221; as George Allen likes to phrase it.<\/p>\n<p>America needs 8.3 Million new housing units right now, per <a href=\"https:\/\/www.manufacturedhomepronews.com\/nars-yun-no-quick-fixes-spell-manufactured-housing-opportunitie\/\" target=\"_blank\" rel=\"noopener\">Lawrence Yun, the National Association of Realtors Chief Economist<\/a>. Yun added that builders have to \u201c<span style=\"color: #993300;\"><strong>get busy<\/strong><\/span>.\u201d<\/p>\n<p>In 2002, Eric Belsky with Harvard University was cited as predicting that manufactured housing would overtake conventional housing by the end of the decade. That <a href=\"https:\/\/www.manufacturedhomepronews.com\/appealing-manufactured-housing-institute-mhi-marketing-finance-booklet-reviewed\/\" target=\"_blank\" rel=\"noopener\">citation was in a report by the Manufactured Housing Institute (MHI)<\/a> over a decade ago, but not much since.\u00a0 When <em>Up for Growth <\/em>recently said similarly &#8211; that there\u2019s been over 7 million units needed that weren\u2019t built in recent years &#8211; why didn\u2019t Belsky\u2019s prediction come true?<\/p>\n<p>In 2003, Warren Buffett\u2019s Berkshire Hathaway bought Clayton Homes, and then Oakwood Homes, which combined became the biggest producer of manufactured housing by that year\u2019s end.<\/p>\n<p>In 2009, <a href=\"https:\/\/www.manufacturedhomepronews.com\/killing-off-100s-of-independent-manufactured-home-retailers-production-companies-tim-williams-21st-mortgage-smoking-gun-document-2\/\" target=\"_blank\" rel=\"noopener\">Tim Williams President and CEO of 21st Mortgage Corp, issued a letter that explained that they would cut-off specified financing to manufactured home industry retailers who weren\u2019t selling specific Clayton brands<\/a>. Williams said Berkshire couldn\u2019t afford to continue to make those loans, which they previously made on other producers\u2019 products.<\/p>\n<p>By 2011, Berkshire Hathaway\u2019s Clayton Homes CEO, Kevin Clayton said that his company was 25 percent of the manufactured housing industry\u2019s production. In an <a href=\"http:\/\/manufacturedhomepronews.com\/masthead\/best-warren-buffett-kevin-clayton-clayton-homes-berkshire-hathaway-annual-meeting-competition-and-the-moat-video-collection\/\" target=\"_blank\" rel=\"noopener\">video interview with exclusive details added to his unedited words<\/a>, Clayton explained in various ways Warren Buffett\u2019s principle of \u201c<span style=\"color: #993300;\"><strong>the Moat<\/strong><\/span>,\u201d and how it was used to best competitors in a manner some have <a href=\"https:\/\/www.manufacturedhomepronews.com\/progressive-nation-reports-on-monopolies-cites-buffett-clayton-others-mh-industry-impact\/\" target=\"_blank\" rel=\"noopener\">described as monopolistic<\/a>.<\/p>\n<p>Clayton also said in that same video that \u201c<span style=\"color: #993300;\"><strong>Warren<\/strong><\/span>\u201d assured him they had \u201c<span style=\"color: #993300;\"><strong>plenty of money<\/strong><\/span>,\u201d and that they had invested billions of dollars in acquisitions and loans every year since they were purchased.\u00a0 In fact, Kevin names some of their acquisitions and billions in investments in that video.<\/p>\n<p>Doesn\u2019t Kevin Clayton\u2019s freely made comment about having \u201c<span style=\"color: #993300;\"><strong>plenty of money<\/strong><\/span>\u201d contradict what Tim Williams said less than two years before as his reason to cut off lending to industry independents?<\/p>\n<p>Doesn\u2019t Berkshire Hathaway\u2019s billions of cash on hand in 2009, 2010, etc., also contradict Williams\u2019 letter, which cut off\/limited funding to independent retailers?\u00a0 Didn&#8217;t <a href=\"https:\/\/www.manufacturedhomepronews.com\/manufactured-housing-regulatory-other-roadblocks-and-potential-solutions-up-for-growth-research-plus-urban-institute-report-revisited\/\" target=\"_blank\" rel=\"noopener\">several independent producers fail or sell out &#8211; often to Clayton<\/a> &#8211; in the wake of Tim Williams&#8217; letter?<\/p>\n<p>Since the above, Buffett\u2019s Berkshire brands have now become about 50 percent of the manufactured housing industry\u2019s production.<\/p>\n<p>Buffett has said, he <em>likes a bargain.<\/em> By cutting off lending and capital, several firms sold out for less or failed that would have been the case had more capital been made available.<\/p>\n<p>For years, the four person Executive Committee of the Manufactured Housing Institute (MHI) has been comprised of 2 employees of Berkshire Hathaway companies. One or two of the other companies represented on the MHI Executive Committee also did business with Berkshire Hathaway owned companies. The fingerprints of Berkshire\u2019s influence over MHI are unmistakable.<\/p>\n<p>In 2008, the SAFE Act was passed, with aspects problematic for the manufactured housing industry, which played no role in the 2008 Housing\/Mortgage meltdown. MHI failed to head the SAFE Act off, why? Why did<a href=\"https:\/\/www.manufacturedhomepronews.com\/cfpb-asked-to-revisit-manufactured-housing-regulations-during-congressional-hearings-fact-check\/\" target=\"_blank\" rel=\"noopener\"> Buffett back Secretary Hillary Clinton &#8211; who vowed to keep Dodd-Frank unchanged<\/a> &#8211; instead of Donald J. Trump?<\/p>\n<p>In 2008, the Housing and Economic Recovery Act (HERA) was passed, which included the SAFE Act, but also included the Duty to Serve (DTS) Manufactured housing imposed by federal law on the Government Sponsored Enterprises (GSEs).<\/p>\n<p>A decade after DTS was passed, both of the GSEs have finally announced limited pilot programs. They stated their pilots were limited in part due to a lack of recent data. Yet <a href=\"https:\/\/www.manufacturedhomepronews.com\/mhi-lender-shakes-up-dts-and-mlo-rule-discussions\/\" target=\"_blank\" rel=\"noopener\">Triad and Credit Human provided data<\/a>. <a href=\"https:\/\/www.manufacturedhomelivingnews.com\/american-bankers-urged-to-lend-more-on-manufactured-homes\/\" target=\"_blank\" rel=\"noopener\">CFED rebranded as <em>Prosperity Now<\/em> pointed the GSEs to data on an over $1 billion dollar loan portfolio<\/a> that performed well.<\/p>\n<p>What lack of data?<\/p>\n<p>Tim Williams admitted in a group of a few dozen MHI member that 21st Mortgage and Vanderbilt Mortgage (VMF) did not provide data to the GSEs. That was confirmed by <a href=\"https:\/\/www.manufacturedhomepronews.com\/fannie-maes-paul-barretto-news-making-remarks-in-tunica\/\" target=\"_blank\" rel=\"noopener\">Paul Barretto of Fannie Mae<\/a>, to <em>MHProNews<\/em> in front of dozens of attendees in Tunica in March of 2018.<\/p>\n<p>Yet, Lesli Gooch, Ph.D. and EVP for MHI has said that MHI is doing all that they can to move chattel lending ahead for manufactured home companies. Really? How can that be said with a straight face, when their largest lenders have not done all &#8211; or any &#8211; <a href=\"https:\/\/www.manufacturedhomelivingnews.com\/american-bankers-urged-to-lend-more-on-manufactured-homes\/\" target=\"_blank\" rel=\"noopener\">data sharing that they can do<\/a>?<\/p>\n<p>Mark Weiss, JD, President and CEO of MHARR (Manufactured Housing Association for Regulatory Reform) has said that every day that the GSEs don\u2019t robustly implement chattel lending for manufactured homes is a gift to Berkshire Hathaway.<\/p>\n<p>Not last for this hot topic, and not the least is the issue of image and education. MHI has arguably failed for years to do anything meaningful about responding routinely to false or misleading reports in mainstream media or academia about \u201c<span style=\"color: #993300;\"><strong>mobile homes<\/strong><\/span>,\u201d \u201d<span style=\"color: #993300;\"><strong>trailer houses<\/strong><\/span>,\u201d or \u201c<span style=\"color: #993300;\"><strong>trailer parks<\/strong><\/span>\u201d when those issue arise weekly in the news. <a href=\"http:\/\/www.mhmarketingsalesmanagement.com\/blogs\/industryvoices\/about-responding-to-pbs-newshours-bad-bargain-report-by-stephen-fee\/\" target=\"_blank\" rel=\"noopener\">Tim Williams\/21st and then MHI Chairman admitted there&#8217;s &#8220;<span style=\"color: #993300;\"><strong>a good argument<\/strong><\/span>&#8221; for doing precisely that<\/a>, then why hasn&#8217;t it been done?<\/p>\n<p><a href=\"https:\/\/www.manufacturedhomepronews.com\/we-want-your-money-2018-mhi-membership-infographic-fact-check\/\" target=\"_blank\" rel=\"noopener\">Advertorials and their MHI social media pages clearly have not moved the needle<\/a> from the still historically low levels the industry sunk to in 2009, as our recovery is still just a fraction of what RVs, single family housing, or multifamily housing starts are.\u00a0 That&#8217;s opportunity in disguise for the forward thinkers and doers. But it isn&#8217;t it also a sign of failed leadership?<\/p>\n<p>&nbsp;<\/p>\n<p>It is time for Manufactured Home Owners, investors, and professionals to realize what has actually happened in our industry. Pretty sound words and years of failed promises by MHI and the powers behind them ought to result in <strong>accountability. <\/strong>Instead, <a href=\"https:\/\/www.manufacturedhomepronews.com\/busted-failure-bonus-paid-richard-dick-jennison-ceo-manufactured-housing-institute-per-mhi-document\/\" target=\"_blank\" rel=\"noopener\">paid staff have had raises and bonuses<\/a><strong>.<\/strong><\/p>\n<p>Rewarding words alone, no matter how pretty those words are, clearly isn\u2019t enough. Deeds and performance must follow those words. Thousands of emails is interesting, or lots of likes on social media looks cool. But absent passing legislation, achieving reforms, or seeing a robust increase in sales \u2014 those are true measures of success.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-14693\" src=\"http:\/\/manufacturedhomepronews.com\/masthead\/wp-content\/uploads\/2018\/04\/MobileHomeShipmentsManufacturedHomeShipmentChartMHIAShipmentsMHIndustryChampionSkylineHUDCodeDailyBusinessNewsMHProNews-666x768-666x768.png\" alt=\"MobileHomeShipmentsManufacturedHomeShipmentChartMHIAShipmentsMHIndustryChampionSkylineHUDCodeDailyBusinessNewsMHProNews-666x768\" width=\"594\" height=\"685\" srcset=\"https:\/\/www.manufacturedhomepronews.com\/masthead\/wp-content\/uploads\/2018\/04\/MobileHomeShipmentsManufacturedHomeShipmentChartMHIAShipmentsMHIndustryChampionSkylineHUDCodeDailyBusinessNewsMHProNews-666x768.png 666w, https:\/\/www.manufacturedhomepronews.com\/masthead\/wp-content\/uploads\/2018\/04\/MobileHomeShipmentsManufacturedHomeShipmentChartMHIAShipmentsMHIndustryChampionSkylineHUDCodeDailyBusinessNewsMHProNews-666x768-130x150.png 130w, https:\/\/www.manufacturedhomepronews.com\/masthead\/wp-content\/uploads\/2018\/04\/MobileHomeShipmentsManufacturedHomeShipmentChartMHIAShipmentsMHIndustryChampionSkylineHUDCodeDailyBusinessNewsMHProNews-666x768-373x430.png 373w\" sizes=\"(max-width: 594px) 100vw, 594px\" \/><\/p>\n<p>MHI has failed to perform for the majority of the industry\u2019s independent companies. A few voices have had the courage to point out aspects of these issues, but not enough.<\/p>\n<figure style=\"width: 589px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" src=\"http:\/\/manufacturedhomepronews.com\/masthead\/wp-content\/uploads\/2018\/04\/TotalUSHousingStartsManufacturedHousingIndustryMastheadCommentary.png\" alt=\"\" width=\"589\" height=\"478\" \/><figcaption class=\"wp-caption-text\"><i> Reality Check. What this data shows is that manufactured housing is about 7.5 percent of all single and multi family U.S. housing starts. Given how cost effective manufactured homes are, isn&#8217;t this an indictment of the industry&#8217;s major association and business leadership?? RVs, a luxury item, outsell manufactured homes by some 5 to 1. That said, there is tremendous possible upside for the industry, given the right mix of regulatory, investor and industry efforts. <\/i><\/figcaption><\/figure>\n<p>The Trump Administration is doing it\u2019s part, as Secretary Carson recently said &#8211; once more &#8211; <a href=\"https:\/\/www.manufacturedhomepronews.com\/a-new-era-of-cooperation-and-coordination-is-promised-by-hud-secretary-carson-saying-i-hear-you\/\" target=\"_blank\" rel=\"noopener\">linked here<\/a>.<\/p>\n<p>Editorially, we hope and pray that HUD will ask the Federal Trade Commission (FTC) and the Department of Justice (DOJ) to start or step up their investigations and actions to break up the allegedly monopolistic practices of Berkshire Hathaway and their surrogates, MHI.<\/p>\n<p>Manufactured Housing is the solution to the affordable housing crisis that is hiding in plain sight.<\/p>\n<p>MHI\u2019s <em>et al<\/em>&#8216;s failure to act on behalf of the majority of the industry\u2019s members in recent years is arguably inexcusable. A few are consolidating the industry at the expense of the many. <a href=\"https:\/\/www.manufacturedhomepronews.com\/largest-50-manufactured-home-community-operations-per-manufactured-housing-institute-analysis\/\" target=\"_blank\" rel=\"noopener\">MHI\/NCC VP Jenny Hodge has said as much about &#8220;consolidation.&#8221;<\/a><\/p>\n<p>While production, retail and lending &#8211; among other niches &#8211; are widely seen as dominated by Berkshire Hathaway brands, there are still more independents &#8211; for example &#8211; in manufactured home communities. But for how long?<\/p>\n<p style=\"text-align: center;\"><strong>\u201c<span style=\"color: #993300;\">Words and Promises Can Sound Nice, But Deeds and Results Pay the Bills<\/span>.\u201d<\/strong><\/p>\n<p style=\"text-align: center;\"><strong><em>\u2013 L.
