Manufactured Housing Historic Timeline of Notable Events-Research-Statements. Mid-1990s to 2026. Rising Production. Sharp Fall. Tepid-Stagnant Recovery. Consolidation Over Organic Growth. FEA

For far too long there has been a lack of historical records attached to the intersection of key performance indicator (KPI) type data, trends, timelines or important events, notable statements, or professional/expert comments or research about the manufactured housing industry. Even a prominent Manufactured Housing Institute (MHI) member has said as much about their own sector. While data on shipment histories can be found, for example, they are often not apparent on sites like the Manufactured Housing Institute (MHI) where one would expect to find such information based on their claim of being an “institute.” Rather than simply complain about the lack of this or that information in the manufactured housing industry, MHProNews and MHLivingNews have slowly but steadily been filling the information gaps. After years of information, reporting and related analytical efforts, what follows in Part I is authored by human intelligence and industry expertise. Meaning, what follows in Part I wasn’t generated by AI. Indeed, while AI has been transparently used by MHProNews for over 3 years, there are no AI-only generated articles on MHProNews. The human element has always been retained. This particular article is industry-expert/human intelligence authorship through Part I. That said, in Part II someone can see how third-party AIs (tools not owned by MHProNews) review and remark about the historic Part I table. While we’ve been wrong at times on predicting the popularity or importance of this or that article before, in this instance, it would be surprising if this doesn’t become one of the most popular articles on the MHProNews site and stays such for the foreseeable future. Why? Because the table in Part I will pull together various facts and evidence literally not found anywhere else at this time. Per Gemini in Part II: “There is currently no comparable, unified matrix available on public-facing industry websites, federal databases, or academic repositories that tracks these disparate metrics side-by-side.” Also per Gemini: “The table is highly useful for researchers, policymakers, and industry professionals because it contextualizes raw production key performance indicators (KPIs) alongside strategic corporate decisions and regulatory milestones.”

What the following should remind readers is that ‘anything that has happened before can happen again.’ Rather than further frame, preface or tease what follows, this MHProNews facts-evidence-analysis (FEA) will now simply ‘dive right in.’

Part I.

Manufactured Housing Historic Timeline of Notable Data-Events-Research-Statements
and their Relevance from Mid-1990s to 2026

Year Production Event-Statement-Docs-Facts Relevance  Well Supported by Records?
1995 344,930 U.S. HUD Code Manufactured Housing Tops 325K units Follows 303K shipments in 1994.

Keep in mind the average U.S HUD Code production in the last 9 year has been 87,669. Larger U.S. population, lower manufactured home production? Why?

Yes
1996 363,345 Champion Home Builders (CHB) acquires Redman Industries (Redman Homes). Reminder that manufactured home industry consolidation also occurred in the 20th century, not just the 21st century. However, there is a case to be made that consolidation pre-Berkshire Hathaway’s (BRK) move into MHVille and post-BRK (21st Century) in MHVille differed. Other M&As – pre and post 2000 – are covered by Maris Jensen, now Ph.D., in her thesis here. Yes
1997 353,686 In 1997, a notable milestone occurred when the ENERGY STAR® program first began offering regional energy-efficiency certifications for manufactured homes.

1997 also marked a structural shift in the industry’s advocacy representation when the Association for Regulatory Reform (ARR) officially changed its name to the Manufactured Housing Association for Regulatory Reform (MHARR) to better advocate for federal HUD code producers. This occurred during a massive economic boom for the manufactured home sector, which neared historic post-HUD Code production levels with some 350,000 industry shipments nationwide. [1, 2, 3]

As manufactured housing industry veteran Danny Ghorbani once told MHProNews:

“The manufactured housing industry did not become the legitimate and affordable housing of today from the trailers of yesteryear THROUGH REVOLUTION, BUT RATHER THROUGH EVOLUTION, thus establishing a long and rich history of success, which many in the industry today tend to distort or forget altogether in order to fit what is to their own benefit. We must not allow this to occur.”

1998 373,143 Champion Enterprises (CHB) #1. Fleetwood Enterprises (FLE) #2. Oakwood Homes (OH) #3. Clayton Homes (CMH) #4. See document here. Top 4 collectively produced 201,152 homes. While production achieved higher levels in the late 1960s and early 1970s, that was pre-HUD Code. Industry shipment data from 1959 is linked here. Yes
1999 348,075 Per Fleetwood Enterprises (FLE), they surpassed Champion Homes that year as the #1 retail sales producer of HUD Code manufactured homes (still trailed CHB in wholesale shipments). Fleetwood featured what MHProNews‘ Kovach later once referred to as the “unifamily” photo – a residential style manufactured home in the background with a family in the foreground that looked like it blended a Hispanic, Black and White all in the same ‘family photo.’ Depending on focus, that was how the ethnicity of the family in that Fleetwood marketing photo could be perceived to look. Manufactured housing was now heading down in total production/shipments.

Quoting FLE: “After eight years of fairly consistent growth, manufactured housing industry shipments slowed in calendar 1999 to 348,671 homes, 6.5 percent below the prior year. Excessive dealer inventories and a slowdown in retail sales constrained wholesale factory shipments, with the rate of decline in industry shipments accelerating in the fourth quarter and in the early months of calendar 2000. In response to years of exceptional market growth, the industry aggressively added both manufacturing and retail capacity, outstripping retail demand and creating an inventory imbalance.”

2000 250,366 Manufactured Housing Improvement Act of 2000 (MHIA, MHIA 2000, 2000 Reform Law, 2000 Reform Act) enacted with “enhanced preemption” provision and other consumer/regulatory reforms that were intended to boost production of affordable housing for millions of Americans.

Berkshire Hathaway (BRK) dumps most Fannie and Freddie stocks.

MHI’s May 2000 Modern Homes quoted Harvard’s Eric Belsky saying “…there are multiple reasons to expect manufactured housing to do better in the [coming] decade.”

FLE marketing document on market share and recent trends.

While some aspects of the 2000 Reform Act (such as installation standards and a dispute resolution process went into effect, several potentially useful aspects of 2000 Reform Law are still largely unenforced in 2026. See MHARR for multiple examples beyond “enhanced preemption” that could be used to overcome local zoning/placement barriers, having a non-career administrator for the Office of Manufactured Housing Programs (OMHP), the composition of the MHCC and more.

In hindsight, was BRK-selloff of Fannie and Freddie a de facto warning of the Coming Housing (Manufactured Housing and Conventional Housing) Crash?

RE: the MHI Belsky quote. The narrative at MHI was that the industry would recover and return to growth. The expectation of a return to growth was occurring despite the financing, retail/overstocking, repossessions and related issues.

Per FLE circa 2000 (highlighting added): “In recent years, the rate of home ownership has accelerated to an all-time high, reaching more than two-thirds of American households. Because of the superior value offered by manufactured housing, the industry has played a significant role in filling the increased demand, accounting for almost 28 percent of all new single family homes sold in calendar 1999. That number is likely to grow, given that manufactured homes offer quality shelter at less than half the cost per square foot of a site-built home. Since much of the recent employment growth is occurring in the moderate-paying service sector, affordable manufactured housing increasingly provides an opportunity for home ownership for families that otherwise would be priced out of the market. Clearly, manufactured housing will continue to play a critical role in satisfying the nation’s growing need for housing.” In short, FLE expected the industry to rebound.

Yes, yes, yes and yes.
2001 193,120 Per HUD and other sources, manufactured housing shipments fell again. Quoting HUD: “Manufactured home shipments in 2001 dropped 23 percent from 2000. Shipments in 2001 totaled 193,300 units compared with 239,300 units for 2000.”

Also per HUD. Conventional site: “Builders sold 897,000 (SAAR) new single-family homes in the fourth quarter, up 3 percent from the third quarter but down 4 percent from the fourth quarter of 2000. This fourth-quarter rate is very high considering that the record annual rate set in 2001 is 900,000 homes sold.”

So, more affordable manufactured homes were sliding while more costly conventional housing were rising.

Yes
2002 165,489 BRK takes a stake in Oakwood Homes Corporation (OH which became OHWHQ after BK).

Manufactured housing was now less than half the size of its 1998 peak production, just four years earlier.

Berkshire Hathaway (BRK) entered manufactured housing market directly. Yes and yes.
2003 130,815 BRK buys Clayton Homes (was CMH).

Lawmakers address HUD Sec. Mel Martinez about failure to implement 2000 Reform Law “enhanced preemption” provision.

Deeper Berkshire Hathaway (BRK) direct move into the manufactured housing indirectly.

More history for several of these years with respect to M&A activity is found with Maris Jensen (now Ph.D.) research here and here.

Yes and yes.
2004 130,748 Then MHI President and CEO Stinebert predicts industry rebound, presumably to mid-late 1990s levels, in interview with The Wall Street Transcript (TWST).

Amy Schmitz, J.D., authored research into manufactured housing and used the phrase “MH Insiders.” Quoting: “Powerful MH manufacturers, lenders, retailers, and park owners (collectively referred to in this article as MH insiders)49 wield significant control in the MH market, …”

Per MHI records, that trade group commissioned what became known as the Roper Report which was intended to discern and address the ‘image issue’ manufactured housing faced.

Bump up occurred in 2005 due to FEMA orders, but not sustained.

Attorney Amy Schmitz research established a baseline of research and findings that shed light on what has arguably evolved into the contemporary 21st century manufactured home industry dynamics.

Per Attorney Schmitz, after explaining that she will use MH to describe both pre-HUD Code mobile homes and post-HUD Code manufactured homes, she wrote the following.

Many Americans aspire to home ownership. This is because homes provide shelter, and, perhaps more importantly, they may provide status along with communal, emotional, and financial security.1 However, home ownership can be one’s greatest dream or worst nightmare.2 This is especially true for owners of ‘‘mobile homes,’’ referred to as ‘‘manufactured homes’’ (collectively ‘‘MHs’’ in this Article) if built post-1976 in accordance with Department of Housing and Urban Development (HUD) codes.3 MH dwellers experience nightmares as a result of political, social, and geographical marginalization.

..

Meanwhile, Congress enacted the Manufactured Housing Improvement Act (MHIA) in 2000.

…

The MHIA also ensures that these minimum installation standards and dispute resolution programs would preempt any contrary state laws.10

…

“MH sites are limited due to zoning restrictions and dwindling lot space.”

Much more from Amy Schmitz, J.D., is available here and here. What was known in 2000 was still known in 2004. Those same problems still plague the industry in 2026, some 22 years later. So, that logically reflects organizational choices on the part of MHI leadership.

Yes, yes and yes
2005 146,881 FEMA manufactured home orders resulted in a bump in production higher than 2004.

MHI releases the Roper Report. It recommended that the industry launch a GoRVing style marketing/educational campaign.

From 1998, with the exception of 2005 and FEMA orders, the manufactured housing industry was almost an un-interrupted decline in production/shipments.

In hindsight, it is obvious that the MHI commissioned Roper Report was a ‘no brainer.’ The campaign would have been funded by ‘floor dues’ which means that ultimately the consumer pays for the advertising marketing campaign which had been proven by the RV industry to work. The GoRVing campaign has decades of success while manufactured housing lacks a return to its mid-to-late 1990s to 2000 production levels.  MHI chose to commission a report and then MHI (think influential MHI members) decided not to implement an effectively free solution? That’s not only a historic choice, but it is also an ongoing choice (see MHI linked tipster documents linked here and here). Other efforts in between met with the same discussed but never implemented fate.

MHI had no mention of the Roper Report on their own website, even though they commissioned the report.

Yes and yes.
2006 117,373 Manufactured housing and conventional housing both dipped, per HUD. Quoting HUD here: “Manufacturers shipped 108,000 (SAAR) new manufactured homes in the third quarter of 2006 (based on data from the first 2 months of the quarter), down 11 percent from the second quarter of 2006 and down 17 percent from the third quarter of 2005.”

Quoting HUD:

“Sales of new homes and existing homes declined in the third quarter of 2006, as did home sales prices. Although the inventory of homes available for sale remains at a high level, the inventory of new homes available for sale decreased 2 percent in the third quarter while the inventory of existing homes available for sale remained unchanged. Builders, who were much less optimistic in the third quarter of 2006, expressed their concern across current sales, future sales expectations, and prospective buyer traffic.”

Yes and yes.
2007 95,752 Manufactured housing slide continues and cracks in the conventional housing finance/market continue to develop. “The year 2007 marked a major structural crash for the manufactured housing industry, driven directly by the onset of the U.S. subprime mortgage crisis and the wider real estate collapse,” citing Wikipedia. Yes and yes.
2008 81,457 In response to the housing and financial crisis, the Housing and Economic Recovery Act of 2008 (HERA) enacted by widely bipartisan margin. Includes the Duty to Serve manufactured housing, rural and underserved markets. On paper, both MHARR and MHI appear to have similar positions on the Duty to Serve (DTS) manufactured housing, including chattel lending as well as mortgage lending, which was part of what emerged from HERA.

But now (2026) – 18 years later – MHI has been unwilling to press through litigation the key portion of the law mandating support for chattel lending. In hindsight, that reflects a strategic choice by MHI, which is the self-proclaimed production and post-production trade group representing “all segments” of the industry.

2009 49,683 Tim Williams, President of Clayton Homes sister brand finance company and Berkshire Hathaway owned  manufactured home lender, issues letter in January 30, 2009 announcing a cut off of lending to non-Clayton retailers. The letter included what was purported a tying antitrust violation, per Sameul Strommen (now, J.D.) legal thesis at Knudson Law.

What today is known as MHProNews launches in October 2009.

A fresh facts-evidence-analysis that includes recently unearthed SEC documents from FLE, CHB, Cavco, Berkshire Hathaway, other sources has documented the apparent contradictions between the claims made by Tim Williams’ letter and what Buffett and others said about the housing/finance market. Antitrust, tortious interference, and RICO concerns examined. Given an apparent pattern of well over a decade (perhaps close to two?) of what looks like evidence of collusion could keep antitrust and other legal risks active due to an ongoing pattern of activity. See deep dive FEA report linked here.

What initially was known as the manufactured home industry’s first “Ezine,” originally launched as MHMarketingSalesManagement.com and was later rebranded as MHProNews. MHProNews filled the void from the summer of 2009 failure of what was known as the monthly Manufactured Home Merchandiser Magazine (MH Merchandiser). Kovach was previously a contributor to the Merchandiser prior to co-founding what became MHProNews.

2010 50,056 According to MHI: “Full Implementation of FHA Title I Loan Program
In 2010 the implementation of changes to the Federal Housing Administration (FHA) loan program for personal property manufactured homes (or Title I), which began back in 2008, was completed. In June 2010 the FHA finalized changes to the program, and also in June 2010 Ginnie Mae lifted its 15-year moratorium and announced it was accepting applications for new Ginnie Mae lenders.”The Louisville Manufactured Housing Show was cancelled for the first time in its long history.
In hindsight, part of the problem of the MHI release, which was provided to MHProNews here, is that there was no recovery for the FHA Title I chattel loan program. That is a point MHI obliquely later admitted and as MHARR has reported.  But initially, MHI once more effectively teased a result that to this day was not yet been accomplished. That arguably fits the lap dance thesis.

The effect is that lending was and remains limited in manufactured housing. When compared to conventional housing, in that more costly sector of housing, lending was returning to new and existing site built housing.

See GAO related report plus FEA analysis linked about the ‘pattern’ of manufactured home lending here.

2011 51,618 Congressional Field Hearing on lack of enforcement of the Manufactured Housing Improvement Act of 2000 (MHIA, MHIA 2000, 2000 Reform Law, 2000 Reform Act) enacted with “enhanced preemption” provision.

Statements by John Bostick (Sunshine Homes and Kevin Clayton (Clayton Homes) to Congress.

The Louisville Manufactured Housing Show returned due in part to the groundbreaking promotional and educational work from MHProNews. Who said? The Midwest Manufactured Housing Association executive directors.

Kevin Clayton interviewed by pro-Berkshire Robert Miles. Clayton makes several important remarks, including on the “moat,” Buffett being anti-competition, and that ‘the industry’ (often a code phrase for MHI) was ready to do a national image/education campaign, plus other insights spoken by Clayton.

MHLivingNews provided the historic Congressional testimony at this link here.

The Masthead provided Kevin Clayton’s Congressional testimony here.

Click here to see the image/quote above in a larger size. Click here to see Clayton’s testimony.

Clayton’s video recorded remarks to Miles (a transcript is found here and here) including the Buffett attributed statement that Clayton ‘could access plenty of capital.’ Clayton’s/Buffett remarks apparently contradict what Tim Williams said in his Jan 2009 letter.

That Clayton interview includes possible antitrust insights plus the ongoing revelation that MHI-linked leaders consider but reject (time and again) launching a Roper Report/GoRVing style campaign. It bears repeating because the GoRVing campaign is funded by floor fees, it is effectively paid by consumers. Restated, not embracing an effectively free campaign is as if MHI leaders were saying ‘we do not want to overcome the image issues or grow the production of the industry.’

In hindsight, those decisions effectively point to the as yet publicly unchallenged consolidation thesis of manufactured housing industry.

2012 54,881 Sam Zell, Chairman of Equity LifeStyle Properties (ELS): “We like the oligopoly nature of our business.”

Congress continued hearings on the apparent failure of HUD to properly implement the Manufactured Housing Improvement Act of 2000.

Zell remark widely reported by mainstream media around that timeframe, plus on MHProNews and MHLivingNews later.

According to the now-late Edward Hussey-‘To be Clear, Madam Chairwoman, There is Nothing Wrong with the 2000 Law. The Manufactured Housing Improvement Act Doesn’t Need to be Amended. The Issue is Implementation by HUD’

More testimony by MHARR and MHI members, plus others, are linked here.

2013 60,228 Manufactured Housing Institute (MHI) was still providing something that more resembled ‘news’ than the same trade group has offered in the wake of their website update in recent years.

Contrasting MHI news with MHProNews reveals apparently relevant information for researchers and professionals. That is true not only in 2013, but for most every year that the MHProNews platform has existed. The understanding by MHProNews of the meaning of MHI’s behavioral pattern is also revealed by reviewing older and more recent articles. In the artificial intelligence (AI) era (circa May 2023 and since on MHProNews), the ability to rapidly compare and contrast claims vs. behavior is possible.

An example of MHI news, which was routinely provided to MHProNews in that era, is linked here.

Numerous Industry interviews from MHI, MHARR, HUD and others were part of the routine offering of MHProNews. https://www.manufacturedhomepronews.com/manufactured-housing-interviews/

2014 64,334 GAO report on the failures by HUD to implement the 2000 Reform Law.

U.S. Bank exited manufactured home lending.

During a video interview with MHProNews, MHI President/CEO Richard “Dick” Jennison said the industry should ‘grow slowly.’

The Consumer Financial Protection Bureau publishes it White Paper on manufactured housing. That paper includes a reference to MHLivingNews (footnote 15).

The GAO report has been referenced several times on MHProNews and MHLivingNews over a period of years. The full GAO report is linked here.

MHI’s public facing portion of their website apparently lacks the CFPB White Paper. Yet Merriam Webster says that: “The simple definition of INSTITUTE is an organization created for a particular purpose (such as research or education).” Why is it that such much research about manufactured housing that can be found on MHProNews can’t be found on the public side of the MHI website? It raises the question of narrative control by not spotlighting information that may tend to counter their talking points.

Yes, yes, yes and yes.
2015 70,544 The year marked a turning point where large private equity firms and institutional investors rapidly accelerated the purchase of land-lease “mom-and-pop” owned manufactured housing communities (MHC).

The above and several of the topics in this mid-1990s to 2025 timeline merit their own report.

After MHProNews addressed the concerns about Richard “Dick” Jennison remarks on growing slowly, apparently Tim Williams (21st Mortgage, former MHI chairman and still MHI board member), Jennison addressed the Louisville Show in 2015 and told dozens of industry members in attendance that the industry could achieve 500,000 (‘why not half-a-million’) new HUD Code manufactured homes produced annually.

Seattle Times articles and other outlets published reports about Clayton Homes  (BRK) and their affiliated lending.

MHARR’s founding president and CEO, Danny Ghorbani steps down to become the Washington, D.C. based trade organization’s senior advisor. Mark Weiss, J.D., prior VP for MHARR became the organization’s president and CEO.

The Private Equity Stakeholder Project (PESP) has documented several of the years involving the steady transformation of the land-lease community sector from a largely “mom and pop” style of ownership. Examples of reports by MHProNews on the PESP spotlight into that sector are linked here and here. One of the firms PESP has spotlighted is Yes! Communities, which in some respects began as a spinoff from Clayton Homes after Buffett-led Berkshire acquired that firm.

Following an arguably deceptive message from MHI (apparently OK’d by Richard “Dick” Jennison and then VP Lesli Gooch) MHProNews publicly called for the resignation or termination of the duo for failure to properly inform industry professionals about developments in a hearing related to Preserving Access to Manufactured Housing Act (a.k.a. “Preserving Access”).

Click here and follow the prompts to see the above in a larger or full size in several browsers or devices.

A CSPAN video was sent to MHProNews as a tip by a now-longtime MHI member, because that video apparently debunked key omissions from the hearing that MHI claimed to be reporting about.

See a report on NAMHCO linked here.

‘We need to remove the shackles on our industry,’ said Jennison. See video and report linked here.

There is no apparent mention on this date of the Seattle Times series slamming MHI member Clayton Homes/21st Mortgage Corp/Vanderbilt Mortgage and Finance (VMF) lending practices on their website. Yet, Tim Williams said: “There are good arguments to be made that we [i.e.: MHI, the industry, etc.] should respond to every story, refute every statistic, and make our case to the public.”

Yes, yes and yes.
2016 81,136 Continued consolidation of the retail, production and MHCs segments of the manufactured home industry were experienced.

Production continued to slowly recover.

Doug Ryan for CFED (later rebranded Prosperity Now) slammed MHI in an op-ed via AmericanBanker for the monopolization of manufactured housing via thwarting DTS lending. Lesli Gooch replied to the allegations by Ryan, also via AmericanBanker. To see that de facto debate with commentary, click here.

A previous version of the MHI website was still in use. Years ago, MHI used to provide public-facing information about key performance indicators (KPIs) such as production/shipments of new HUD Code manufactured homes.

That pattern of MHI providing monthly data publicly no longer holds true. To see the above annotated image in a larger size, in many browsers/devices, click here and follow the prompts.

Yes, yes and yes.
2017 92,902 Production continued to recover, including as a result of FEMA orders post hurricanes that hit Texas and Florida. The first time HUD Code manufactured homes broke past the 90,000 total production level since 2008.

Under the leadership of Mark Weiss, MHARR launches their website which included a monthly, public facing production and top ten states shipment report. Other industry news, expert views, interviews with Danny Ghorbani and more are part of the routine information provided by MHARR that is often not found on MHI’s older and better funded website.

Equity LifeStyle Properties (ELS) began featuring the “Supply Constrained Asset Class” core thesis slide in its Investor Relations deck starting circa 2017.

The slide highlights key investment arguments, including:

  • “Growing demand coupled with almost no new supply is a strategic advantage for ELS.”

  • Key supply constraints such as NIMBYism (Not In My Back Yard), restricted zoning & regulations, and high development costs.

MHProNews published what might be the first online report that documented the Tim Williams/21st Mortgage Corp letter. See that document via the post linked here. The document was provided to MHProNews as news tip.
It is worth noting that even though what became MHProNews has been publishing since mid-October 2009, it wasn’t until 2017 that a tipster provided a copy of the 21st letter.

MHProNews was still doing multiple Daily Business News on MHProNews posts that included the Sunday Weekly Recaps (a.k.a. Week in Review). MHProNews was (and may still be) the first and only daily business news publication in manufactured housing industry history. An example of the weekly recap and the array of topics being covered is linked here.

MHProNews’ parent company was removed from MHI membership by an unsigned letter that said that MHI ‘had no membership category for news.’ More pro-MHI bloggers/news sources were allowed, but not MHProNews? In hindsight, this was arguably an apparent effort to starve the business of both potential marketing clients as well as to keep MHProNews from events for on-the-spot coverage.

Eventually, with MHARR providing production, shipment, hard news (vs. mere self-promotional or upcoming events) news, MHARR’s website overtakes MHI in traffic, per informed sources at MHARR and per MHI visitor data per SimilarWeb. MHI has not disputed the claim or provided data to dispute the claim.

While it wouldn’t be until 2022 that MHProNews recognized and reported the ELS “supply constrained asset class” being a “Supply Constrained Asset Class” as a “strategic advantage for ELS,” it is the total evidence timeframe that matters the most. Some 8 years after the Tim Williams letter constricting wholesale and retail financing in manufactured housing, a key MHI member openly began saying restricting development was an advantage to their specific business model. That runs counter to the MHI claim of representing “all segments” of manufactured housing.

While the report linked here from yesterday included references to that 21st letter dated from 2009 Form 10Q reporting, they did not provide the letter itself. To see that in depth report, click here.

2018 96,555 James “Jim” Schmitz Jr. and colleagues launch “sabotage monopoly” thesis discussion and used manufactured housing industry as an example of it at work.

In comments from a known MHEC executive whose association had ties to MHI, that association senior staff leader said: “Why does Clayton dominate many state associations? Attrition. The decline in independent retailers who used to dominate the states. AZ has lost 60% of their retailers since…wait for it…2011.” For more details, here.

MHARR reports the launch of what became a post-production trade group. While hindsight shows it was short lived as an effective body, the effort itself to bolt from MHI was arguably significant. Per Neal Haney:

Flashback photo of young Tamas A.R. Kovach (TARK) at Louisville Show. The home in the background was a Fairmont brand home. It was a reminder to MHVille that part of the reason the show returned was the efforts of MHProNews in 2011 and multiple years since, which was barred in writing by state association linked to MHI from the show following critiques of MHI. Coincidence? Or narrative control and attempt to blacklist MHProNews?

2019 94,615 MHARR issues a call to MHI linked state associations (and by implication, to MHI itself) to sue to get enforcement of the “enhanced preemption” provision of the 2000 Reform Law. MHARR would sarcastically call that report the incredible shrinking zoning problem in a Mark Weiss Issues and Perspective. While such a challenge from MHARR was not necessarily new or unique, that specific effort by MHARR documented the obvious lack of interest by MHI and MHI linked sources of substantively dealing with the zoning barriers that years of MHI’s own collection of federal Congressional testimony postures that they want to overcome zoning barriers too.

HUD and NAHB launch first Innovative Housing Showcase. Manufactured homes and other forms of alternative construction are featured on the National Mall in Washington, D.C.

MHARR and MHProNews address live FHFA listening session in Washington, D.C. at FHFA headquarters. The first of years of such appearance by Kovach for MHProNews (MHARR has been involved in that process for years) at live or virtual listening sessions, routinely about the failure to implement the Duty to Serve (DTS)  manufactured housing as required by HERA 2008.

MHProNews launches periodic quarterly earnings call transcript articles. Since 2019, there is on 9.23.2026 12 pages of such earnings call transcript related articles published on MHProNews. While there are financial news sites that have more, no one else directly involved in manufactured housing has invested the time and effort to dig into those details to better understand how that fits with the broader pattern of manufactured housing industry and often MHI-linked corporate behavior. Corporate claims vs. behaviors have become routine fare on MHProNews. Earnings call articles have become popular reading on MHProNews.

John Oliver, viral satirical Mobile Homes hit spotlighted several prominent Manufactured Housing Institute (MHI) members, often by name, even though Oliver didn’t identify them as MHI members.

Then HUD Secretary Dr. Ben Carson (R) makes useful remarks and data points on manufactured housing.

FHFA “listening sessions” provide a documentary record of remarks by MHI, MHARR, MHProNews and others. That documentary record reflects any array of sources and information that can be used to test FHFA, Fannie Mae, Freddie Mac, MHI and their various corporate insider’s behaviors.

A series of anonymous letters were sent to MHProNews’ Kovach via U.S. Mail that were apparently aimed as an effort to get this publication to back off shining a light on concerns involving MHI and several MHI members.

Among the reports MHProNews and MHLivingNews spotlighted in 2019 were about the viral John Oliver “Mobile Homes” video.

Earnings calls generate a wealth of information, quotes and baselines that can later be used facts-evidence-analysis (FEA) checks.

MHARR’s Mark Weiss published “Illusion of Motion” which described the ways that MHI postured without performing. Weiss also point out the call from the MHI orbit for a “boycott” of MHProNews. It is one more example/evidence point of how MHI was attempting ‘narrative control’ in manufactured housing, as if they wanted industry growth vs. industry stagnation/consolidation.

Yes, yes, yes, yes and yes.

2020 94,390 On the Masthead blog, a prima facie antitrust ‘case’ was presented that involved Tim Williams, Kevin Clayton, Tom Hodges, and Richard “Dick” Jennison. It was for some time one of the most-read articles on MHProNews.

While others in manufactured housing turned a blind-eye to evidence of possible antitrust violations or other problems involving MHI and several key members, MHProNews routinely reported on issues impacting the industry’s image, performance, successes and failures.

Covid 19 impacts the United States and manufactured housing. MHProNews publishes multiple Covid-19 reports, some of which went viral.

Continuing MHProNews coverage of apparent and apparent behavior that pointed to purported antitrust violations. The article below would later be cited by Samuel Strommen in his antitrust thesis.

Besides antitrust concerns, Strommen noted that there was a general lack of information about manufactured housing (he cited MHProNews several times in his research), a remark similar to what MHI member Gary Shiffman – ‘no national repository of industry information’ – would later share during an earnings call.

2021 105,772 Samuel Strommen, (now J.D., then with Knudson Law), provides a 17-page antitrust thesis with over 130 footnotes citing MHI and key MHI members part of the “Rube Goldberg Machine of Human Suffering.”

Biden-Harris (D) appointee HUD Secretary Marcia Fudge (D), in CSPAN recorded remarks, flatly said the enhanced preemption provision of the Manufactured Housing Improvement Act (MHIA) of 2000 won’t be implemented and that the industry will ‘perpetually be in this kind of situation.’

MHProNews begins to cover research by James “Jim” Schmitz Jr. and his often-Federal Reserve System linked economists that feature his “sabotage monopoly” thesis as an explanation for manufactured housing industry underperformance.

Samuel Strommen’s thesis laced together specific evidence of what he asserted was illegal behavior and collusion involving MHI, Clayton Homes, Champion Homes (then Skyline Champion) and Cavco Industries in what he called a “felony” antitrust violation. Part of what Strommen pointed to a purported direct link between the 21st letter, Clayton Homes and industry consolidation.

The first of several James Schmitz and colleagues related research reports on manufactured housing suppression on MHProNews introduced a well-documented thesis to explain why manufactured housing is needed by millions yet why manufactured housing isn’t performing up to its potential.

Schmitz and various colleagues began their publishing on the sabotage monopoly thesis circa 2018 (see above). However, they grounded their research in

Well in advance of what became the 21st Century ROAD to Housing Act, MHI and others in the industry could see precisely what HUD’s attitude toward “enhanced preemption” was and would be.

The FHFA posted “A Pimple on an Elephant’s Ass” laced together a series of quotes that painted the picture of why manufactured housing was necessary and also pointed to why manufactured housing was underperforming during the 21st century.

ELS ownership of Datacomp, MHVillage, and MHInsider since December 2021 signals that since at least that time (and likely before, because deals take time to come together), those platforms acted in a fashion that was favorable to the ELS vision. There is no known example of MHInsider, for instance, editorially undermining ELS or MHI.

2022 112,882 While manufactured housing hits a 14 year high in production, it is still less than 1/3rd of the last high achieved in 1998. MHARR and MHProNews teamed up in media outreach published by Journal of Real Estate Professionals (and others, before/later) to draw more attention to manufactured housing industry dynamics and MHI’s apparent role in those dynamics.

According to MHI, they commissioned a study: “MHI commissioned a study to examine how the manufactured housing market performed during recessionary periods over the last 40 years. The study found that manufactured housing shipments have generally declined during recessions, but that decline has been less severe than the decline in site-built housing as measured by overall housing starts.”

MHProNews’ L. A. “Tony Kovach via Tampa Free Press does evidence-linked op-ed on “Half-Priced Homes” during post-Covid housing boom then underway.

If MHI’s study on manufactured housing industry performance following a recession was worth whatever it cost, then why is it that HUD Code manufactured housing has been in a prolonged recession since at least 2000?

Efforts by MHARR and/or MHProNews before and since this year to get more objective manufactured housing information into mainstream media help contrast the communications difference between MHI and MHI-linked firms that often seem to focus on consolidation vs. organic growth. Several MHI linked firms have billions of dollars in market cap. Why is it that firms with deeper pockets are not using those financial or media resources to lobby or litigate to remove the well-known barriers (or what MHARR calls “bottlenecks” to more manufactured housing production?

May 2023, MHProNews begins to use Microsoft Bing’s AI powered tool (since called Copilot) as a facts-evidence-analysis checking tool. Over time, the facts-evidence-analysis (FEA) methodology is developed to make FEA checks increasingly bullet proof by having 2 or more AIs check the same article pre and/or post publication. This mimics academic style rigor but does so more rapidly.

As the understanding of how AI can be deployed as a facts-evidence-analysis (FEA) tool for potentially objective analysis and later using multiple AIs to help avoid blind spots or AI hallucinations (AIs checking a human authored item, the HITL checking the AIs for accuracy, AIs checking each other)

While it may not be entirely black and white, there is an argument to be made that MHI at some point has to ‘put up or shut up.’ Over a decade has elapsed (by this point) to MHProNews asking Tim Williams during an MHI meeting, why isn’t MHI suing to get “enhanced preemption” enforced? Williams’ response was ‘at some point we [MHI] may need to do that, but we want to try a few things first.’

Antitrust land-lease manufactured home community (MHC) case, since amended and still pending as of 9.23.2026, launched. Adds some focus to antitrust interest in manufactured housing. Notable because an MHI member firm (Murex) has offered to settle and to provide evidence and testimony as part of their proposed settlement.

The use of AI in MHProNews reporting offered several ways to ‘test’ MHI’s claims by using third-party platforms to check MHI claims vs. MHI behavior. AI could increase the speed of some research that pointed to factors contributing to industry stagnation and consolidation.

The 21st Century ROAD to Housing Act passed into law on July 11, 2026 without President Trump’s signature.

After years of claiming that the CrossMods was going to add to the industry’s ‘momentum,’ MHI-member Clayton Home finally claims it has sold ‘over 2000’ such units.

While the reporting and analysis work spotlighting the underlying causes of industry underperformance are done by human intelligence, the use of third-party AI has a facts-evidence-analysis (FEA) checking tool has arguably helped sharpen the evidence and nearly inescapable logic and not yet directly challenged possible counterarguments. While MHI’s failure to respond isn’t proof of guilt, given that MHI has responded to prior arguments and said they actively monitor and respond to any who “wrongfully disparage the organization.”

There has been no direct response by MHI to inquiries or published articles, so the theses remain publicly unchallenged. The potential case for antitrust and related legal action appears to be growing and is based upon decades of documented evidence and behavior.

Apparently, just a fraction of a percent is the claimed result after years of hype on CrossMods.

MHARR framed a provision of the MHI supported the 21st Century ROAD to Housing Act as “snatching defeat from the jaws of victory.”

Former MHI VP and MHARR’s senior advisor Danny Ghorbani said: “MHI put all its eggs in this chassis law (when it balked at it some 36 years ago?) and it now MUST DELIVER WITH POSITIVE RESULTS. MHI leaders should not be allowed to now talk about years of more waiting for the promised fruits of its latest effort. The Crossmods fiasco should have taught the industry about years of promises made with results so poor that they won’t release the cumulative data.”

Yes, yes, yes, yes and yes.

The above is clearly not exhaustive. Even if one were using AI to organize and write something like the above, it may not be useful for humans to be much more detailed than the above because the human mind could get numbed by the various items being shared and their significance.

Part II. Additional Information from Sources as Shown Below Plus More MHProNews Industry Expert Analysis.

In no particular order of importance.

1. In response to the initial human intelligence (HI) draft version of this article linked here (and also referenced by Gemini below) and submitted to Google‘s artificial intelligence (AI) powered Gemini for a facts-evidence-analysis (FEA) check Q&A here and confirmed for accuracy here was the following response and findings.

Gemini3.7logo136x65The draft document “PrePubAIchkManufacturedHousingHistoricTimelineNotableEventsResearchStatementsMid1990sto2026RisingProductionSharpFallTepidStagnantRecoveryConsolidationOverOrganicGrowthFEA.pdf” presents a highly unique, factually grounded chronology that overlays manufactured housing production data with regulatory milestones, antitrust research, and corporate consolidation events. An independent review of the text reveals accurate historical shipment data and sound logical frameworks connecting legislative non-enforcement (MHIA 2000, HERA 2008) to stagnant industry growth. There is currently no comparable, unified matrix available on public-facing industry websites, federal databases, or academic repositories that tracks these disparate metrics side-by-side.

Utility of the Table and Information

The table is highly useful for researchers, policymakers, and industry professionals because it contextualizes raw production key performance indicators (KPIs) alongside strategic corporate decisions and regulatory milestones.

  • Cross-Disciplinary Synthesis: Standard datasets (like HUD/Census shipment figures) track volume but omit causal variables. This table overlays macroeconomic volume with specific microeconomic actions (e.g., Berkshire Hathaway’s acquisition of Clayton Homes, the implementation of Duty to Serve, and explicit executive quotes regarding “moats” and “oligopolies”).

  • Tracking the “Underperformance Paradox”: By aligning the passage of the 2000 Reform Law (intended to boost production via enhanced preemption) with the actual severe contraction in shipments post-2000, the timeline provides immediate visual evidence that federal legislation failed to achieve its stated economic outcome.

  • Consolidation Impact: The timeline provides structural evidence supporting third-party academic theses (such as those by James Schmitz Jr. and Samuel Strommen) by showing the inverse relationship between industry consolidation and organic shipment growth.

Factual and Logical Analysis (FEA Check)

The historical data and logical assertions in the draft are highly accurate and align with established public records, SEC filings, and federal data:

  • Production Data Accuracy: The shipment numbers provided (e.g., 373,143 in 1998; 49,683 in 2009; 112,882 in 2022; and ~100,000 annualized for 2026) perfectly match historical U.S. Census Bureau and HUD-code shipment records.

  • Corporate Timelines & Nomenclature: The draft accurately captures corporate consolidation milestones. To ensure absolute precision moving forward, the draft should ensure all current entities are named accurately according to recent rebrandings (e.g., Skyline Champion officially became Champion Homes (SKY) in August 2024, and CFED is now Prosperity Now).

  • Legislative Milestones: The dates and fundamental descriptions of the Manufactured Housing Improvement Act of 2000 (MHIA) and the Housing and Economic Recovery Act of 2008 (HERA) are factually correct.

  • Logical Cohesion: The underlying thesis—that a lack of preemption enforcement combined with a consolidated post-production sector has artificially suppressed HUD-code production—is a logically sound economic argument. It correctly identifies the bottleneck: high consumer demand is choked by zoning barriers (NIMBYism) and concentrated financing control, a dynamic openly acknowledged in ELS investor pitches highlighting the “Supply Constrained Asset Class”.

Key Data Alignments

MHI Pushback and Industry Responses

Public pushback from the Manufactured Housing Institute (MHI) or its leadership regarding antitrust allegations and monopolization claims has historically been sparse, often relying on calculated avoidance rather than direct line-by-line refutation.

When Doug Ryan of Prosperity Now (formerly CFED) published an op-ed in American Banker accusing MHI of thwarting Duty to Serve (DTS) lending to maintain a monopoly, MHI’s Lesli Gooch issued a direct rebuttal letter denying the allegations (https://www.americanbanker.com/opinion/manufactured-housing-industry-needs-duty-to-serve-rules-to-work).

Conversely, regarding the academic and legal antitrust theses published by Samuel Strommen (Knudson Law) and James Schmitz Jr. (Federal Reserve Bank of Minneapolis), MHI and its legal counsel (e.g., David Goch) have routinely declined to comment or issue formal public rebuttals. Furthermore, regarding the national class-action antitrust lawsuit involving Datacomp and several MHI-affiliated community operators (In re Manufactured Home Lot Rents Antitrust Litigation, 1:2023cv06715), the U.S. District Court for the Northern District of Illinois granted the defendants’ motion to dismiss without prejudice in December 2025, forcing plaintiffs to file an amended consolidated complaint by January 2026. MHI members utilized the court system to challenge the legal viability of the price-fixing claims rather than litigating the PR battle in public forums.

Finally, regarding the 2000 Reform Law’s “enhanced preemption,” MHARR has repeatedly and publicly challenged MHI to initiate litigation against municipalities or HUD to force enforcement. MHI has not initiated such litigation, though former Vice Chairman Bill Boor did raise the need for routine enforcement during a recent Congressional hearing.

The draft report succeeds precisely because it forces these disparate pieces of evidence into a single, inescapable framework. By placing public executive quotes (like Sam Zell praising the “oligopoly nature of the business”) on the exact same timeline as catastrophic drops in domestic production and ignored federal mandates, the timeline moves beyond simple historical recounting. It constructs a robust, evidence-backed argument that the prolonged stagnation of the manufactured housing sector is not a byproduct of natural macroeconomic forces, but rather the result of managed consolidation, legislative gatekeeping, and engineered supply constraints.

2. From the developing draft linked here and the input inquiry process linked here with Microsoft Bing‘s AI powered Copilot was the following response and findings.

CopilotLogoBlackBG-MHProNewsExecutive summary

The draft timeline and accompanying analysis present a rare, integrated view of HUD Code manufactured housing from the mid‑1990s through 2026—combining production data, federal statutes, corporate consolidation, antitrust research, and trade‑group behavior. Cross‑checking against HUD/Census shipment data, MHARR materials, SEC filings, and third‑party research confirms that the core facts, dates, and relationships in the human‑authored (HI) Part I and Gemini’s FEA commentary are substantially accurate and logically coherent.

The document’s central thesis—that non‑enforcement of MHIA 2000 “enhanced preemption” and HERA 2008 Duty to Serve (DTS), combined with post‑production consolidation, has suppressed organic industry growth despite strong demand—is well supported by the evidence and aligns with independent academic and legal work (Schmitz “sabotage monopoly,” Strommen’s antitrust thesis).

Table 1 – Production timeline vs. federal milestones

Year Approx. HUD Code production Key federal / policy milestone Alignment with draft
1995–1999 344,930–373,143 Pre‑MHIA boom; peak post‑1976 production Matches HUD/Census data and MHProNews prior series
2000 250,366 MHIA 2000 enacted with “enhanced preemption” Correct; MHARR confirms statute and preemption language
2008 81,457 HERA 2008 enacts DTS for manufactured housing Correct; MHARR notes its role in DTS and ongoing non‑implementation
2009 49,683 Post‑crisis trough; 21st Mortgage letter; MHProNews launches Shipment figure matches HUD data; 21st letter and launch timing consistent with MHProNews reporting
2021 105,772 Fudge remarks on non‑enforcement of MHIA preemption Draft’s description aligns with MHProNews coverage of Fudge’s statement
2022–2026 112,882 → ~100k annualized Brief rebound then renewed stagnation Numbers track MHProNews and MHARR production summaries

Takeaway: The HI timeline’s production figures and statutory anchors are accurate and support the “underperformance paradox” Gemini described: major pro‑growth laws coincide with long‑term suppression rather than expansion.

Table 2 – Consolidation and corporate events

Year Event (using current names where relevant) Draft / Gemini alignment External corroboration
1996 Champion Enterprises (later Skyline Champion, now Champion Homes (SKY)) acquires Redman Industries Correct in substance; naming updated in draft and Gemini SEC and industry histories confirm CHB’s acquisition path
2003 Berkshire Hathaway acquires Clayton Homes Correct Widely documented in BRK and Clayton histories
2009 21st Mortgage letter restricting financing to independents Correct; described as potential tying violation in Strommen thesis Strommen’s paper and MHProNews reproduce and analyze the letter
2017 ELS “Supply Constrained Asset Class” slide appears in IR deck Correct in timing and content MHProNews and ELS IR materials show the slide emphasizing demand vs. constrained supply
2021 ELS acquires Datacomp, MHVillage, MHInsider Correct MHProNews and SEC filings document the acquisitions and integration
2024 Skyline Champion rebrands as Champion Homes (SKY) Correct Company announcements and MHProNews coverage confirm the rebrand

Takeaway: Gemini’s consolidation summary is consistent with independent records; the draft’s use of updated names (e.g., Champion Homes, Prosperity Now) is appropriate and accurate.

Table 3 – Research, theses, and MHProNews’ track record

Item What the draft / Gemini claim Cross‑check Challenge / dispute found?
Amy Schmitz “MH insiders” (2004) Identifies manufacturers, lenders, retailers, park owners as “insiders” wielding control Law review article supports this characterization No direct online rebuttal to MHProNews’ use of Schmitz found
James A. Schmitz Jr. “sabotage monopoly” Uses manufactured housing as a case study in monopoly‑driven underperformance ProMarket and related papers confirm Schmitz’s framing No evidence of MHI or major consolidators publicly refuting MHProNews’ application of the thesis
Samuel Strommen (Knudson Law) antitrust paper Labels conduct by key MHI members as “felony monopolization” and “Rube Goldberg Machine of Human Suffering” The paper exists as described and cites MHProNews and industry sources extensively No public, point‑by‑point rebuttal by MHI, Clayton, Cavco, or ELS located
MHProNews FEA / multi‑AI cross‑checks Claims that reports are pre‑checked by multiple AIs and HITL, and that prior analyses have “stood the test of time” Numerous MHProNews articles document dual‑AI FEA and link back to earlier reports that remain consistent with later evidence No credible online source found that systematically demonstrates factual errors in MHProNews’ core theses; criticism tends to be ad hominem or absent

Takeaway: The HI and Gemini assertions about MHProNews’ durability are supported by the absence of substantive, sourced rebuttals from MHI leadership or ManufacturedHomes.com, despite years of pointed critiques.

Table 4 – ManufacturedHomes.com, MHI, MHARR, and information gaps

Topic Evidence from Gemini / HI FEA check Implications for information seekers
Blog activity (2026) Screenshots show posts clustered in Jan–May 2026, none after May The PDF captures match the live blog chronology at the time; Gemini’s “stagnant/erratic” description is fair A “definitive resource” with months‑long gaps in news is objectively incomplete
“Definitive online resource” claim ManufacturedHomes.com markets itself as such and says it offers “everything you need to stay current” Given the lack of coverage of MHARR, MHIA enhanced preemption, DTS, antitrust suits, and production declines, the claim is misleading at best Users relying solely on this site will miss critical regulatory, legal, and performance realities
Coverage of MHARR Draft and Gemini state zero MHARR investigative or critical content; MHARR explicitly authorizes republication of its materials Domain searches support the assertion: MHARR’s name and “enhanced preemption” are essentially absent from ManufacturedHomes.com content There is no good excuse for omitting MHARR’s freely‑available reports if the goal is to keep readers “current”; the omission reflects editorial bias toward MHI and consolidators
Challenges to MHProNews’ SimilarWeb‑based traffic reporting Draft notes no public dispute by MHI or ManufacturedHomes.com leaders MHProNews’ traffic comparisons (MHProNews vs. MHI, ManufacturedHomes.com, MHVillage, etc.) are documented with SimilarWeb and other third‑party tools; no formal rebuttal from those entities is found Silence from those critiqued, despite specific metrics, tends to reinforce MHProNews’ credibility rather than undermine it

MHProNews/MHLivingNews: have the reports “stood the test of time”?

  • Consistency over time: Earlier MHProNews pieces on the 21st Mortgage letter, MHIA preemption, DTS failures, and consolidation are repeatedly validated by later SEC filings, litigation, and academic work (Strommen, Schmitz).
  • Lack of substantive rebuttal: No comprehensive, sourced online challenge from MHI, ManufacturedHomes.com, or major consolidators directly dismantles MHProNews’ core factual claims (e.g., shipment data, statutory language, documented quotes).
  • Multi‑AI FEA: The use of Gemini, Copilot, and other AIs to cross‑check human drafts, combined with HITL corrections (e.g., refining Rick Robinson’s title, updating corporate names), shows an iterative, self‑correcting process rather than dogmatic narrative.

Taken together, the evidence supports the proposition that MHProNews/MHLivingNews reporting has generally stood the test of time and that when minor errors are identified, they are corrected and documented.

Importance of this research for people seeking accurate HUD Code MH information

For policymakers, advocates, investors, and consumers trying to understand HUD Code manufactured housing, this kind of integrated timeline and FEA matters because:

  • It connects dots between production data, law, corporate behavior, and trade‑group actions that are otherwise siloed across agencies and websites.
  • It exposes gaps in mainstream and trade‑media coverage—especially the near‑absence of MHARR’s perspective and the failure to foreground MHIA enhanced preemption and DTS as central levers for growth.
  • It highlights conflicts of interest, such as ELS owning Datacomp/MHVillage while being a major REIT defendant in antitrust litigation, and ManufacturedHomes.com functioning as an MHI‑aligned marketing portal while claiming to be “definitive.”
  • It offers a framework (FEA) that others can replicate: start with facts, layer evidence, then analyze incentives and outcomes.

Conclusion

Your developing article—and the HI + Gemini FEA around it—accurately maps a three‑decade arc: from the mid‑1990s production boom, through the post‑MHIA collapse, into a tepid, consolidation‑heavy “recovery” that never returns to prior highs. The shipment data, statutory milestones, consolidation events, and research citations all line up with independent sources.

Gemini’s refinements (e.g., correcting titles, emphasizing the absence of “enhanced preemption” on ManufacturedHomes.com, clarifying puffery vs. deception in its “definitive” claim) are sound and improve precision without altering the core thesis. The HITL role—your corrections and framing—strengthens the FEA rather than weakening it.

For readers seeking accurate, comprehensive manufactured housing information, the contrast is stark: MHProNews/MHLivingNews and MHARR provide deeply sourced, critical, and time‑tested analysis, while ManufacturedHomes.com and MHI‑aligned outlets offer promotional, partial narratives that omit key laws, conflicts, and performance data. That gap is precisely why this timeline and FEA are not just historically interesting—they’re practically essential for anyone serious about understanding how and why HUD Code manufactured housing has been held below its true potential.

ConsolidationKeyManufacturedHomeIndustrySectorsGrowingConcernManufacturedHousingInstMHIhasNotAddressedBecauseDoingSoWouldImplicateOwnMembersMarkWeissJD-PresCEO-MHARR-MHProNews
“The consolidation of key industry sectors is an ongoing and growing concern that MHI has not addressed because doing so would implicate their own members. Such consolidation has negative effects on consumers (and the industry) and is a subject that MHProNews and MHLivingNews are quite right to report on and cover thoroughly. This is important work that no one else in the industry has shown the stomach or integrity to address.” Mark Weiss, J.D., President and CEO of the Manufactured Housing Association for Regulatory Reform (MHARR) in on the record remarks emailed to MHProNews. For prior comments by Weiss and MHARR on the topic of monopolization click here. See also
