Among the headlines for the week in review further below are the latest manufactured housing industry production and shipment statistics. July 2026 was up over the previous month, but overall production is still down year-to-date compared to 2025. 2025 was production was lower than 2024 (see below). Hold those thoughts as MHProNews pivots to a recent social media Facebook post by MHInsider (see below) plugging their associated video interview with Manufactured Housing Institute (MHI) CEO Lesli Gooch. Equity LifeStyle Properties (ELS) owned and MHI members MHVillage/MHInsider have been promoting that video interview of MHI CEO Lesli Gooch. Before you run off to YouTube to watch it, at the time this facts-evidence-analysis (FEA) model article is being written, that Gooch video apparently isn’t found there. Why not? What is found on YouTube about CEO Gooch, where viewing data is publicly visible (and thus interest in the video has some public statistics to measure), was a previous video interview with MHI’s Lesli Gooch and Mark Bowersox that has 45 views (see below) in 5 years. Keep in mind that some MHI member firms have hundreds to thousands of employees. Clearly, if the members of the manufactured housing industry aren’t interested in watching a Lesli Gooch interview, then why should the general public be racing to see it? Furthermore, if MHI actually wanted videos that would be widely viewed in the U.S. they could have done so years ago. MHI could invest some money to create interest in a Gooch (or other) interview. If they didn’t want to spend much but wanted to create the illusion of viewing their videos, MHI could have hired some ‘clicks farm’ in a poorer nation to click a video to boost viewing stats (nor is that being suggested, it is merely an observation). Thankfully, that apparently hasn’t happened, so there are only 45 views in 5 years. Going back to the opening point above, the industry’s production stats are down in 2026 vs. 2025 or 2024. At the current pace (see below), the industry may finish around 100,000 HUD Code homes (MOL). Where is the vaunted MHI ‘leadership’ that would make thinking industry veterans WANT to watch Gooch opine on anything related to manufactured housing? Unless perhaps she decided to candidly expose (or even attempt to respond to) the manufactured housing industry consolidation thesis? Thinkers realize Gooch is a paid mouthpiece for the MHI board of directors. If she broke with the MHI board on a serious or consistent way, Gooch would likely find herself filing for unemployment benefits. But as the first part of the headline indicates, this facts-evidence-analysis (FEA) model article isn’t solely about CEO Gooch. It is the rather about using her as an example of the nexus between “Data-Driven” insights on “Promotion, Self-Promotion, Cross-Promotion or Propaganda.” Using their ‘awards‘ and other methods, MHI insiders practice a kind of circular praise. Using social media, websites, meetings and videos (that may not be viewed but are seen, like the screen capture below), can foster an “illusion of motion” starkly different from what the production and shipment data merits.

Illusions and motivations must be considered when the production and development data doesn’t support claims of CEO Gooch, or MHI more broadly, ‘greatness.’
1. MHI apparently can’t, don’t or won’t seriously make the effort to publicly respond to hard realities. The key performance indicators (KPI) of production and developing tell us that manufactured housing is operating at a small fraction of what it was in the mid-to-late 1990s. Legislation that MHI and the Manufactured Housing Association for Regulatory Reform (MHARR) teamed up to help enact, due to their potentially positive manufactured housing provisions, are languishing, which even MHI has repeatedly admitted in its own testimony to Congress (see the collection of their own documents below). Zoning, financing and image/perception issues are arguably 3 key issues that are holding manufactured housing back. MHI itself commissioned what became the Roper Report (see below). MHI’s own commissioned research called for a GoRVing style campaign. Yet years later, MHI has repeatedly failed to do what several of their own members and their research said was necessary?!? What happened to MHI’s claims about consensus?

2. Why does MHI think that the 21st Century ROAD to Housing Act – as enacted, sans the MHARR urged and clearly needed amendments – will change what the Duty to Serve (DTS) enacted as part of HERA 2008 and the Manufactured Housing Improvement Act of 2000 failed (due to lack of proper and routine enforcement) to accomplish? When past legislation hasn’t been properly enforced – as MHI repeatedly admitted – why does MHI even daydream about this new legislation working as advertised? In about 4 minutes of reading this FEA, someone can begin to grasp why manufactured housing is stuck in low gear. Illusions are performance.

3. The above can be boiled down to a headline point. If MHI leaders can keep the hype going endlessly, a portion of the industry’s members will buy into it. Feel-good hype or paltering are used because it often works. But when the hard data (see above and the latest data among the headlines below) is considered, faux illusions can melt in the face of reality. So, why hasn’t there been a revolt among industry members? That could often be boiled down to financing and sustaining a career or business. If a block of industry members decided to bolt MHI/MHI linked state association narratives, they could find their denial rates on lending increase. That’s not merely hypothetical. An industry consultant told MHProNews that they have seen that happen to independent retailers. An MHI-linked state association executive gave specific examples of how that stated or implied threat of denied funding has operated in manufactured housing in the 21st century. So, it isn’t just the consolidation thesis that is operating in MHVille. In certain scenarios, it is also MHI arguably operating as a kind of gatekeeper/protection racket.

4. So, it is when some employees leave the manufactured home industry that their authentic feelings and observations can safely emerge. While they are working in MHVille, they have to put on their happy face, nod and applaud on cue if they want to last. There is data to back that up (see below).

5. For this Sunday Weekly Headlines in Review (below) there are an array of reports with the latest national data, the latest of specific larger corporate claims and data, along with the latest NAR/Realtor research into manufactured housing. There is the latest ‘acid test’ for the approaching 2026 Innovative Housing Showcase (IHS). There are examples of the latest double-talk as the brake pedal is tapped following years of hype by MHI linked leaders about the removable chassis. Most or all of that won’t be found on the sites that spew the MHI narrative and are unable or unwilling to look beyond what today’s headline promised: “Data-Driven! Promotion, Self-Promotion, Cross-Promotion or Propaganda? MHVillage, MHInsider, MHI and the Latest Chapter in the Lesli Gooch Saga.” Circular praise, circular promotion can be an illusion. The way to break the spell of the illusion is to look at the data.

6. Why does MHProNews demonstrably dominate in manufactured home “Industry News, Tips and Views Pros Can Use” © ? Perhaps it is due in part because here we present facts-evidence-analysis (FEA) that MHI and their cronies have apparently not been able or willing to gainsay.
Mere opinions are a dime a dozen. But more than even expert views, on MHProNews you don’t have to just take our word for it, even when our word is backed up by the documents, data and other evidence. Here, you get 3rd party AI fact checking our own articles as a transparent cross check for accuracy. None of our MHI linked rivals – much less MHI itself – has done that in MHVille. Just MHProNews and MHLivingNews offer hundreds of examples of 3rd-party AI cross checked content that is all transparently provided and thus is auditable. When perhaps 5,000 land lease communities have closed for various reasons since 2000, when the production from 2001-2025 is less than 28 percent of the average from 1995-2000, that hard data speaks volumes.

7. For years, MHProNews has publicly challenged ANYONE in or for MHI to publicly defend/debate their performance and/or to allow ANYONE in the MHI orbit to attempt to debunk our FEA model research/reporting. Excuses have been offered as to why that can’t or shouldn’t happen instead of engaging in the actual evidence-based debate. At one point, we had a university professor offer to moderate such a virtual or in person discussion. There was no acceptance of that challenge. Attorney David Goch said on behalf of the association that MHI encourages debate. If so, prove it.

8. If or until such a public virtual public debate occurs, where thousands of industry pros could potentially watch online for free, there are years of unchallenged evidence that MHI can’t or won’t respond to from MHARR, from third-party researchers outside of manufactured housing who have peered into MHVille, with a few brief examples of discussion/debate that abruptly ended. There have been ‘revolts.’ They were arguably squashed.

9. The fact that most in MHVille can’t, don’t or won’t push back publicly in a reasonable forum or fashion against the dismal record of 21st century performance as measured by KPIs, the industry may be doomed to be stuck in low gear. Who likes low gear? Consolidators! That’s an application of history and logic that will be tested by 3rd party AI in today’s Postscript (further below). Don’t miss it.

When apparently MILLIONS of Americans are demonstrably considering manufactured homes annually, yet only around 100,000 per year are buying one each of the last 3 years, there are clearly disconnects that need to be addressed. No amount of happy talk narrative changes those realities. Unless substantive change occurs, no number of interviews with MHI CEO Gooch or MHI president Mark Bowersox will change the sobering realities. The underly problems must be addressed, not ignored through endless hype laced with razzle dazzle.

Don’t miss the postscript. It raises some humdinger 3rd party observations.

With no further adieu, here are the headlines for the week in review from August 30th to today, 9.5.2026.

Postscript.
In response to the human intelligence (HI) generated pre-publication draft linked here and the input inquiry process with MHProNews linked here, Google‘s artificial intelligence (AI) powered Gemini said the following.

A facts-evidence-analysis (FEA) examination of the provided draft report, supported by historical performance statistics and legislative records, validates the thesis that manufactured housing operates far below its capacity. The core premise—that systematic structural bottlenecks, lack of statutory enforcement, and market consolidation suppress the industry—is supported by published industry data. While trade entities like the Manufactured Housing Institute (MHI) project a narrative of progress, production figures show the industry operating at roughly 25%–30% of its late-1990s peak.
Key findings confirm:
- Historical Baseline vs. Current Output: From 1995–2000, HUD-code production averaged over 338,000 homes annually. From 2001–2025, annual production averaged 93,326 homes—a drop to roughly 27.5% of peak levels despite overall U.S. population growth.
- Statutory and Regulatory Inaction: Unenforced provisions under the Manufactured Housing Improvement Act of 2000 (enhanced preemption) and the Housing and Economic Recovery Act of 2008 (Duty to Serve / DTS) continue to restrict zoning options and chattel financing.
- Legislative Trade-offs: The 21st Century ROAD to Housing Act enacted key provisions (such as chassis flexibility in Title III), but MHI did not secure enforceable preemption or mandatory chattel DTS amendments long pushed by the Manufactured Housing Association for Regulatory Reform (MHARR).
- Consolidation and Optics: Market realities force smaller independent operators into structural dependence on major consolidated lenders and manufacturers, creating an environment where nominal “motion” replaces tangible market growth.
Data Analysis & Comparative Findings
Table 1: Historical Production Comparison (1995–2000 Peak vs. 2001–2025 Average)
| Metric | 1995–2000 Peak Era | 2001–2025 Era | Comparison / Variance |
| Total Production | 2,033,545 homes | 2,333,138 homes | 6-year peak total matches 25-year modern total |
| Annual Average | 338,924 homes/year | 93,326 homes/year | Modern output is 27.5% of 1990s baseline |
| Peak Single Year | 373,143 (1998) | 112,882 (2022) | Down 69.8% from single-year high |
| Industry Capacity | Operating near potential | Operating at ~25–30% capacity | Severe ongoing underperformance |
Table 2: Key Statutory Frameworks vs. Enforcement Status
| Legislation / Mandate | Intended Purpose | Actual Enforcement Status | Market Impact |
| MHIA 2000 (Enhanced Preemption) | Overcome restrictive local zoning and exclusionary placement laws. | Weak or unenforced by federal regulators. | Local zoning barriers continue to exclude manufactured homes. |
| HERA 2008 (Duty to Serve / DTS) | Require Fannie Mae & Freddie Mac to support chattel loan secondary markets. | Conceded failure; chattel portfolios largely excluded by GSEs. | High loan turn-down rates; dominance of proprietary non-GSE lenders. |
| 21st Century ROAD to Housing Act | Title III reforms, chassis flexibility, and housing supply incentives. | Enacted into law (July 2026), but lacks explicit preemption mandates. | Offers design flexibility but fails to guarantee placement or financing access. |
Table 3: Comparative Analysis of Sector Growth (RVs vs. Manufactured Homes)
| Timeframe | RV Shipments | Manufactured Housing Production | Market Ratio |
| 1995–2000 | High volume, steady growth | 2,033,545 units | MH outproduced RVs (1.22 to 1) |
| 2001–2024 | 10.28M+ units shipped | 2.33M units produced | RVs outpaced MH by 3.69 to 1 |
| Underlying Driver | Strong consumer image & marketing (e.g., GoRVing) | Unresolved stigma, zoning barriers, lack of chattel financing | Disparity highlights artificial MH restriction |
Table 4: Media Perception vs. Market KPI Realities
| Feature / Promotion | Public/Promotional Narrative | Verifiable Market KPI |
| MHI Executive Interviews (e.g., MHInsider) | “Helping achieve the American Dream” / Industry leadership. | Minimal public reach (e.g., historical videos with ~45 views over 5 years). |
| Annual Production Figures | Celebrating stability (~100k homes/year) as a success. | Annual deficit of 7–10M housing units in the US; sales underperform potential. |
| Regulatory Advocacy | Positioning legislative passage (ROAD Act) as a complete victory. | Core structural bottlenecks (DTS & Preemption) remain unaddressed. |
Analysis of Premises and Evaluation
- Bernays, Propaganda, and “The Illusion of Motion”
The premise referencing Edward L. Bernays’ 1928 work Propaganda is accurate. Bernays outlined how mass behavior and public opinion could be structured through organized communications and “invisible management”. In the context of “MHVille,” the PDF demonstrates how continuous self-promotion—awards, circular praise, and photo-ops—creates an “illusion of motion” that distracts from stagnant metrics. Repeating partial truths while downplaying structural underperformance aligns with classic propaganda and marketing mechanics.
- Legislative Process and Missed Opportunities (ROAD Act & DTS)
The PDF’s assertions regarding MHI’s lobbying choices are backed by legislative records. During the development of the 21st Century ROAD to Housing Act, MHI celebrated Title III (chassis flexibility and HUD Code primacy clarifications). However, MHI did not press for the mandatory enforcement of enhanced preemption under MHIA 2000 or a statutory enforcement mechanism for chattel lending under Duty to Serve (DTS). As noted by MHARR and external analysts, passing broad housing legislation without fixing enforcement mechanics results in optics over practical expansion.
- Market Pressures and Compliance
The assertion that independent retailers and operators fall in line due to market realities is supported by industry dynamics. Because GSEs (Fannie Mae and Freddie Mac) have not implemented secondary market purchases for chattel loans under DTS, independent retailers rely heavily on major, dominant lenders (such as 21st Mortgage Corporation and Vanderbilt Mortgage). Risk of restricted loan access or uncompetitive terms serves as an informal deterrent against challenging prevailing association narratives.
- The Consolidation Thesis & Occam’s Razor
Applying Occam’s Razor—which favors the explanation requiring the fewest unproven assumptions—the consolidation thesis provides a logical model for the industry’s trajectory:
- Fact: The housing market is experiencing a shortage of 7–10 million units, with millions searching for affordable housing.
- Fact: Manufactured housing is the most cost-effective factory-built solution, yet annual production remains suppressed around ~100,000 units.
- Analysis: If major industry leaders truly sought maximum volume, they would aggressively push for statutory preemption enforcement and broad chattel lending. Because actions favor maintaining barriers (zoning and financing limitations), smaller independent businesses are gradually squeezed out or bought up.
- Conclusion: Throttled production and persistent market barriers directly benefit large consolidators by increasing market concentration and acquisition power.
Synthesis Summary
The facts, evidence, and analytical models presented in the provided PDF report stand up to close scrutiny. Modern manufactured housing continues to underperform relative to historical baselines and current market demand. While public relations efforts showcase legislative steps like the 21st Century ROAD to Housing Act, these efforts routinely omit the absence of enforceable zoning preemption and chattel lending support. As long as post-production representation prioritizes status-quo optics over direct enforcement of existing federal laws, manufactured housing will remain artificially constrained to the benefit of major industry consolidators.

2. MHProNews has previously reviewed here insights from Edward L. Bernays’ and a modern review of his book, classic (and sobering) book, Propaganda. A copy of Bernays’ famous tome Propaganda is linked here.

Prior to the above, MHProNews also peered into Bernays insights on influence below.

As a programming note, MHProNews notes that an FEA model report on the insights into manipulation of groups in or beyond manufactured housing will be probed in the near term. Watch for it. Why? Because it is all but guaranteed that if you are reading this you are also being subjected to propaganda and manipulation. With the midterm elections approaching, with the ongoing challenge of affordable housing, with the factually accurate observation that manufactured housing is underperforming during an affordable housing crisis, thinking people should equip themselves to detect both truth and BS. Since no one else in MHVille is trying to equip readers to detect and defend themselves against manipulation, MHProNews plans to step into this breach with insights from Bernays, who is credited by some with the methods used to take America into a world war the people did not want to enter just months before under the Woodrow Wilson administration.

3. MHProNews notes that in the facts-evidence-analysis (FEA) model of journalism the HITL does not know until the end of the process what the article will be. A curious researcher can reader the first draft version here and the 2nd draft version here. Copilot gets the ‘advantage,’ so to speak, of seeing what Gemini said and testing it along with the human intelligence (HI) written contents of the article. The full input-inquiry process used with Copilot is transparently provided here and includes several linked items not shown below but which are available here. Copilot’s confirmation for accuracy is here and is also provided below as a screenshot.
Short answer
No—based on the public record I can see, there is no direct, evidence‑based rebuttal or substantive response from MHI, Cavco, or Champion to MHProNews’ recent consolidation‑thesis reporting and outreach. What exists are indirect, self‑framing statements (earnings calls, blogs, PR) that MHProNews then analyzes, but not actual engagement with MHProNews’ FEA challenges.
“None of our MHI linked rivals – much less MHI itself – has done that in MHVille. Just MHProNews and MHLivingNews offer hundreds of examples of 3rd‑party AI cross checked content that is all transparently provided and thus is auditable.”
1. Evidence of any “responses” from MHI, Cavco, Champion
Direct replies to MHProNews FEA or outreach
- MHI:
- I could not locate any formal statement, press release, blog post, or legal filing where MHI explicitly names MHProNews/MHLivingNews and directly answers the consolidation thesis, gatekeeping/protection‑racket thesis, or the production‑underperformance data you present.
- Your own reporting notes years of unaccepted debate invitations and the absence of a public, evidence‑based counter‑narrative from MHI.
- Cavco Industries (CVCO):
- Cavco CEO Bill Boor’s praise that MHI “were masterful working through it all” on the ROAD Act appears in Cavco‑linked communications and is quoted and analyzed by MHProNews, but is not a direct reply to MHProNews—rather, it’s IR/PR language that MHProNews uses as evidence.
- Champion Homes (SKY):
- Champion’s Q1 FY2027 earnings call (and HousingWire’s summary) frame removable chassis as “more about design flexibility than saving money.” Again, this is corporate positioning, not a direct engagement with MHProNews, though your FEA treats it as a de facto walk‑back of earlier savings claims.
In short: no online evidence surfaced of MHI, Cavco, or Champion issuing a named, point‑by‑point response to MHProNews’ consolidation thesis or to your recent outreach.
2. Why Gemini’s postscript and your consolidation graphic matter
Your question goes to whether Gemini’s postscript and your consolidation‑thesis materials are anchored in years of words, KPIs, and behaviors from MHI‑linked actors.
“When perhaps 5,000 land lease communities have closed for various reasons since 2000, when the production from 2001-2025 is less than 28 percent of the average from 1995-2000, that hard data speaks volumes.”
Key points:
- Production KPIs:
- 1995–2000 HUD Code output: ~2,033,545 homes (avg ~338,924/year).
- 2001–2025 HUD Code output: ~2,333,138 homes (avg ~93,326/year).
- That ~27–28% performance vs. the prior era is central to your consolidation graphic:
https://www.manufacturedhomepronews.com/wp-content/uploads/2025/05/M-A-ConsolidateManufacturedHousingUnderperformance21stCenturyQuotesScreenShotInvestorRelationsIRpitchAntitrustOligopolyStyleMonopolizationMonopolyManufacturedHomeProNewsMHProNews.png
- IR decks and public quotes:
- Multiple MHI‑linked firms openly tout constrained supply, limited new development, and consolidation as strategic advantages in investor materials and earnings calls.
- Those self‑descriptions are exactly what your consolidation graphic and FEA threads together: underperformance isn’t accidental; it’s economically useful to dominant players.
- Gemini’s postscript:
- Gemini’s acknowledgement that there is no clear public rebuttal to the consolidation thesis, and that MHI‑linked behavior aligns with capture/roll‑up incentives, is consistent with the pattern your long‑running documentation shows.
So yes—that graphic and similar MHProNews/MHLivingNews materials matter for anyone trying to understand manufactured housing: they synthesize years of statements, KPIs, IR pitches, and legal context into a readable “legend” for the industry’s underperformance and consolidation.
3. Bottom line
- I found no online evidence of MHI, Cavco, or Champion issuing a direct, named response to MHProNews’ recent FEA and outreach.
- The consolidation thesis is not built on speculation; it’s built on their own words, production data, and strategic behavior over decades.
- Your consolidation graphic and related FEA pieces function as a data‑driven interpretive key for people in or studying MHVille—especially given the ongoing silence from those most capable of rebutting it.
